Tobacco v«. Cotton, [J. E. Norroont In News and Courier ] “At these three farms I saw not less than 300.000 pounds of high grade tobacco made on less than 300 acres. This partic ular tobacco was worth $50,000 and it may bring <» great .deal more. Suppose that these 300 acres had been planted in cot ton, that the yield had been a bate per acre and that each 500 weight bale had sold for $35. These are very liberal estimates in every respect, as cottontots know, but allowing all this, the value from these 300 acres in cotton would have been just ex actly $10,500. Now deduct, if you wish, 25 per cent from my estimate on the tobacco yield (and experience has proven that j this discount could more proper ly be taken from my figures on the cotton estimate) and you have $37,500 remaining, a differ ence of over 300 per cent in favor of tobacco. That any person, who, in any milliner, hinders or obitruets the Health Ofiieer of this Botrd, or any member of this Board, or any autiior- ized Officer of the (own acting under authority of the Board, in the inspec- Mon of premises within the Town i.m its; or in the abatement of any nui sance, which, in the opinion of the Board, is deemed prejudicial to the public health; or in the discharge of any duties prescribed by tbe said Board of Health, tor the correction and preservation of the sanitary con dition of the Town, shall lie punished by a fine of not more Cum Fifty Dol lars, 01 by imprisonment not exceed ing thirty days torevery such offense Rule II. That anyperson who re fuses or neglects to abate or remove any nuisance, or anym-itter, or any thing, which, in the opinion of the Board of Health, is likely to endan ger the public health, after having been directed to do so by the Healtii Officer, or any member of sipd Board of Health, shall b* .unshod by a line of not less than Fifteen Dollars or by imprisonment not exceeding thirty days for every such offense; and in such event of said refusal and neglect it shall be the duty of the Health Of ficer to have removed or abated such nuisance; and all expenses incurred by reason of such removal or abate- mei t shall be recovered, as is legally provided fo.-, from the tenant orown- er of the property on whicn said nui sance is found. Rule III. That any person who al lows a dead animal to remain ou auy premises within the corporate limits of the Town to him or her belonging, or by him or her controlled, fora long er period than twenty four hours, shall be punished by a fine of not less than Five Dollars, or by imprison ment not exceeding thirty days. Rule IV. That on and after Dec. 31, prox., it shall be unlawful for any person or persons to keep any hog or hogs on any premises within the cor porate limits of the Town; and any person or persons so doing shall be punished by a tine of not less than Ten Dollars, or by imprisonment not exceeding thirty days, or both, at the discretion of said Board of Health. Rule Y' Section 1. That it shall be the duty of all physicians practic ing within th« town to report to the Secretary of the said Board of Health the names and residences of all per sons coming under their professional care who are afflicted with any conta gious or infectious disease: said re port to be made to the Secretary, eith er verbally or in writing, within two days after such disease is contracted. Section 2. Tlia* it shall be the du ty of all physicians and mid-wives to report to the Secretary of this Board all births, together with sex and race, hapi>ening within the corporate lim its of the Town; said report to be de livered to the Secretary of the Board, either verbally Oi in writing, within two days after occurrence of such birth or births. Section 3. That it shall be the du ty of all physicians and uodrtakers to rejMirt to the Secretary of tills Board all death* occurring within the cor porate limits of the Town, together with cause of death, name, residence, age and race of deceased; said report to be delivered, either verbally or in writing, within two days after such death or deaths. Section 4. Auy physician, mid-wife or undertaker failing to comply with the requirements of this Rule will be fined not less than Five Dollars or more than Fifty Dollars at the dis cretlon of said Hoard. Rule VI. That it shall be the duty of the Health Officer of this Board to visit and personally Inspect ail prem ises within the corporate limits of the Town: and any premise , found to be in an unhealthy or unsanitary condi tion, the owner or tenant thereof will be punished by a fine of from One Dollar to Fifty Dollars, or imprison meat not exceeding thirty days, or both, at the discretion of said Board. RuleVII. That any person who ob structs in any way the drains, water courses or ditches of the Town, or who throws paper, mgs, trash, gar hage or any other refuse matter in the streets, or on the Public Square, or on or about either of the banks Of Swift Creek, or who orders it thrown in any of such places, shall be punish ed by a fine of not less than One Dol lar or more than Ten Dollars, or by imprisonment tor not less than thirty days, or both, in the discretion of said Board.
