The Primary passed off very quietly on Tuesday—so auh tly that many lost sight of the fact that an election was being held even. The vote over the entire county was extremely light. In fact, we never knew of an elec tion in which so little interest was taken. There being only four nominees and four places to be tilled, it was a foregone conclusion, of course, what the result would be. The general indifference manifested on Tues day was due in part to this, and in part to the fact that certain members of the ticket are con siderably lacking in popularity The Conservatives, moreover, having laid down the ultirnat um to the Reformers, “Give us half the delegates, or we won't go into the Primary,” and hav ing gotten what they asked for, feel (at least, a great many of them do), that all chance for a fight is ended. “Again,” they argue, “what good would a contest do even if we could win it. It would have no affect on the po litical complexion of the Consti tutional Convention; and if it will not do that, the fight (which, if made, must be a fight in its literal sense), is not worth the making.” All of these cir cumstance contributed to make Tuesday’s election the dull event that it was, and, if we mistake not, will serve to make the general election just as dull and uninteresting. There is some talk, of course, floating through the air, about opposition to the regular Demo cratic ticket at the general election, and it is even rumored that the Republicans will run a ticket. The attitude of the Conseivative Democrats, how ever, as a class, is unmistakable. They seem absolutely indiffer ent to the whole thing, feeling as they do that they would ac complish nothing for the State as things stand at present even if they should make the fight and win it. Besides, as we have said, there are a consider able number of them who can not help feeling that a fight was to ue conditional upon the Reformers refusing to acceed to their demands, and since they did not so refuse, the rea son for the fight no longer ex ists. As a result of all this, there will probably be but one ticket in the field that the white men can support, and that “peace and harmony” will be secured for the coming election even without an actual division of the ticket being had. Wondarful Growth, [Colombia Register.) Few people realize how great ly the tobacco culture has grown in South Carolina in' the the last few years. In the Pee Dee country it is fast supplant ing cotton and farmers find it far more prfi table than the flee cy staple. Darlington County was the pioneer, but Florence, Sumter, Clarendon and Marlbo ro Counties are rapidly follow ing her lead, and in other coun ties farmers are ready to re nounce their allegiance to the erstwhile king, cotton. Thk Darlington- N kwa has gathered figures to show what a marvel ous growth the tobacco industry in Darlington has made since last year. It is a record of which Darlington County may well be proud. * * * In one year the tobacco acre age in Darlington County has increased over 400 per cent, and the number of tobacco barns nearly 400 per cent. If that pace is kept up for a few years more, Darlington city will be one of the leading tobacco cen ters of the United States. As the industry grows, warehouses will increase in Darlington and plants for the preparation of the weed will be established, adding materially to Darlington’s busi ness. ‘‘Mamie is such a conscien tious little goose,” said one sum mer girl to another. “How’s that-'” “She thinks she must go to the trouble of breaking one engagemr nt before contract ing another.”—Pittsburg Chron icle Telegraph. That any person, who. in any manner, hinders or obstructs the Health Officer of this Boerd, or any member of this Board, or any author ized Officer of the town acting under authority of the Board, iu the inspec tion of premises within the Town l:m- its; or in the abatement of any nui sance, which, in the opinion of the Board, is deemed prejudicial to the public health; or in the discharge of any duties prescribed by the said Board of Health, tor the correction and preservation of the sanitary con dition of the Town, shall be punished by a fine of not more than Fifty Dol lars, ot by imprisonment not exceed ing thirty days tor every such offense. Rule ll. That anyperson who re fuses or neglects to abate or remove any nuisance, or any matter, or any thing, which, iu the opinion of the Board of Health, is likely to endan ger the public health, after having been directed to do so by the Health Officer, or any member of said Board of Health, shall be punished by a fine of not less than Fifteen Dollars or by imprisonment not exceeding thirty days for every such offense; and in such event of said refusal and neglect it shall be the duty of the Health Of ficer to have removed or abated such nuisance; and all expenses incurred by reason of such removal or abate- me> t shall be recovered, as is legally provided for, from the tenant or own er of the prot>erty on whion said nul sauce is found. Rule III. That any person who al lows a dead animal to remain on any premises within the corporate limits of the Town to him or her belonging, or by him or her controlled, for a long er period than twenty four hoars, shall be punished by a tine of not less than Five Dollars, or by imprison ment not exceeding thirty days. Rule IV. Thatonand after Dec. SI, prox., it shall be unlawful for any E erson or persons to keep any hog or ogs on any premises within the cor porate limits of the Town; and any person or persons so doing shall be punished by a line of not less than Ten Dollars, or by imprisonment not exceeding thirty days, or both, at the discretion of said Board of Health. Rule V- Section 1. That it shall be the duty of all physicians practic ing within the town to report to the Secretary of the said Board of Health the names and residences of all per sons coming under their professional care who are afflicted with any conta gious or inTectious disease; said re port to be made to the Secretary, eith er verbally or in writing, within two days after such disease is eontracted. Section 2. Tha* it shall lie the du ty of all physicians and mid-wives to report to the Secretary of this Board all births, together with sex and race, happening within the corp rate lim its of the Town; said report to be de livered to the Secretary of the Board, either verbally oi in writing, within two days after occurrence of suclr birth or births. Section 8.. That it shall be the du ty of all physicians and undrtakersto report to the Secretary of this Board all deaths occurring within the oar porate limits of the Town, together with cause of death, name, residence, age and race of deceased; said report to be delivered, either verbally or in writing, within two days after such death or deaths Section 4. Any physician, mid-wife or undertaker failing to comply with the requirements of this Rule will be flneA not less than Five Dollars or more than Fifty Dollars at the dls cretiou of said Board Rule VI. That it shall be the doty of the Health Officer of this Board to visit and personally inspect all prem isce within the corporate limits of the Town; and any premises found to be in an unhealthy or unsanitary condi tion, the owner or tenant thereof will be punished by a fine of from One Dollar to Fifty Dollars, or imprison ment not exceeding thirty days, or both, at the discretion of said Board RuleVIl. That eny person who ob structs in any way the drains, water courses or ditches of the Town, or who throws paper, rags, trash, gar- bage or any other refuse matter in ttie streets, or on the Public Square, or on or ai>out either of the banka of Swift Creek, or who orders it thrown in any of such places, shall be punish ed b> a fine of not less than One Dol lar or more than Ten Dollars, or by imprisonment tor not less than thirty days, or both, in the discretion of said Board.
