THE DEMOCRATIC PARTY.
At a meeting of the State
Democratic Executive Commit
tee held in Columbia last week,
at which Senator Irby presided,
the following resolutions were
adopted:
“The State Democratic executive
committee, recognizing the fact that
there are factional differences existing
in the Democratic party, earnestly
suggest to the Democrats of the State
to ignore such factional differences in
the election of delegates to the Con
stitutional convention, and let each
candidate stand on his merits.
A primary election is hereby order
ed to be held in every county in this
State on the 80th. day of July next at
which every white voter in this State
shall be entitled to vote, who shall
make pledge to the managers con
ducting the election that he will sup
port the nominees of such election on
the day of the election to be held on
the third Tuesday in August for dele
gates to the State Constitutional con
vention.
Each county executive committee
shall appoint three managers and one
clerk to hold such election, two of the
managers shall be Reformers and one
manager and the clerk shall be Con
servatives or vice versa. The polls

•eeaetary of the County Democratic
Executive Committee that he will
abide by the reeuit of the election and
eupport the nominees of the party,
and no vote for any candidate who
hae failed to sign such pledge shall be
counted.
To prevent the single popping of
candidates no vote for delegates shall
be counted which does not contain
the names of delegates who have
signed the pledge of the same num
ber as the number of delegates to
which said county is entitled under
the act, calling the convention.
The second primary shall be held
on August 13th., If necessary, accord
ing to the rules of the party, and the
same managers shall serve.
These resolutions are all very
well. They seem to be perfect
ly fair, and we see nothing to
object to in them. The only
thing remaining now is for them
to be carried out in good faith.
The County Democratic Ex ecu
tive Committee should call a
convention at once for the pur-
pose of nominating four dele
gates, (two from each political
faction), to be yoted for at this
primary. Let the very best
men on each side be put for
ward, so that a ticket may be
formed that will command the
endorsement and support of
every white man in the County.
We will thus be enabled to se
cure, at least as far as this par
ticular election and this particu
lar County are concerned, a con
tinuation of white supremacy,
and that, too, without any in
justice being done to the negro.
A BOMBASTIC MANIFESTO.
The newspapers all over the
country are making fun of Gov
ernor Evans for the defiant atti
tude he has assumed towards
the United States Circuit Court,
and he deserves to be laughed
at. Wehave really never witness
ed a more puerile spectacle than
he mule of himself by the use
of “mock heroics” in the bom
bastic manifesto that he issued
against Judges Goff and Si mon
ton.
