The Constitution of this State
'provides that “No money shall
be drawn from the treasury but
in pursuance of an appropria
tion made by law.” With this
clause of the Constitution be
fore his mind, Representative
Thomas, of Richland, introduc
ed in the Hous« on^ Friday the
following: “Resolved, That the
State Treasurer inform this
House by what authority of law
he paid out during the last fis
cal year the sum of $31,462.03
for the public printing when
the amount of the appropriation
for said purposes was $20,000.”
A perfect storm ensued. Rep
resentative Duncan, of New
berry, at once prepared and of
fered a vigorous set of resolu
tions, charging that Mr. Thom
as “was attempting to make
political capital at the expense
of worthy officials”, and pro
ceeding to cast reflections upon
him whicn were totally unwar
ranged by the circumstances of
the case.
As a member of the Legisla
ture charged with the protect
ion of the people’s interest, Mr
Thomas had a perfect right,
(indeed, it was his duty), under
the section of the Constitution
to which we have, referred, to
offer the resolution he did, pro
vided the State Treasurer “paid
out during the last fiscal year
the sum of $31,462.03 for the
public printing when the amount
of the appropriation for said
purposes was $20,000”—a fact
which we believe is undisputed.
We congratulate Mr. Thomas
upon the manly way in which
he stood up for his rights dur
ing the uncalled for onslaught
that was made upon him. He
distinctly disclaimed any inten
tion of reflecting upon the in
tegrity of the State Treasurer,
while questioning the correct
ness oi the course that the lat
ter pursued in the light of the
Constitution, even if he was
guided in that course by the
Attorney General, as he is said
to have been. Perhaps the At
torney General was wrong? If
so, would a review of his work
be a proper subject for legisla
tive enquiry or not?
The Thomas episode was de
cidedly the feature of the week
in Legislative circles, and af
fords a striking illustration of
the condition of things existing
in this State. The idea of a
member of the Legislature be
ing “pounced upon” in this
way, and having all kinds of
false constructions put upon his
conduct, when he is only en
deavoring to discharge his duty!
What a contrast, too, to several
years ago when the very per
sons who flared up at Mr. Thom
as so angrily and so unjustifi
ably last week were applauding
members of the Legislature for
openly and unequivocally mak
ing false charges against
“worthy officials”! It was no
“attempt to make political cap
ital then”,—oh, nol It all de
pends upon “whose ox is gored”,
after all, it seems!
saddle upon the South; and in
comparison with it, the Bill
placing revenue stamps on tea-
boxes which made our old he
roes of 1776 so angry was as
harmless as a Thanksgiving
] i’roclamation. However, we
must hope for the best. Our
State is in a bad way, it is true,
and very little respect is paid
to the rights of the minority, as
it is called, but we Carolinians
of to-day, sweetened by the uses
of adversity, have learned to
put uo with a good deal that
would have turned our hot head-
ed old ancestors of a century
and a quarter ago into anarch
ists of the first water.

A VERY GRAVE STEP.
Thu Metropolitan Police Bill
passed the Senate on Tuesday
night by a vote of 20 to 11, and
will soon be the law of the land.
It was vigorously opposed by
several Tillmanite Senators,
notably by Senator Watson, of
Edgefield, a personal friend and
kinsman of the Ex-Governor’s.
So stringent are the terms of
the new law, that grave trouble
is feared from its attempted en
forcement. It is far more mis
chievous and oppressive in its
proposed operations than the
much dreaded Force Bill which
the Norvh is ever seeking to
