It will mark a peaceful revolu tion in the governmental and social structure of South Caro lina. The government will have a new function and society will have to regard as respectable, for the law makes it so, what ban heretofore been regarded as the worst curse of the human race. Four students at Juliette, Canada, were drowned last week by the upsetting of a boat. By an explosion in a chemical factory at Odessa, Russia, last week, sixteen persons were kill ed. Last week moonshiners in Tennessee killed a deputy Unit ed States Marshall and wound ed the Marshall himself. Cholera reports from Mecca, in Arabia, show that from June 10 to June 20, four days, there were 830 deaths in that city. On Thursday a gang of rob bers attempted to rob a train in Texas, out were prevented from doing so by the engineer who bravely refused to stop the train. A monster reunion of both Confederate and Union veterans will be held at the World’s Fair on October 20 to 24. It is ex pected that fully 50,000 old sol diers win atieuu. Governmental sanctity has been given to it and consequently it must be regarded as respectable and right. Who is it that would not like to see the demon whiskey re moved from the face of the earth? Why the State, which has become the rumseller, will let them have all of the vile stuff they want. It is, indeed, a revolu tion, but it is one that, unlike the other revolutions of history, will surely go backwards. It is the law, we regret to say, that the State shall sell the liquor, but, however horrible and objectionable it may ap pear to us, we must obey it be cause it is the law. Society can not afford to run contrary to the law, but must accept it as it is and see that it is enforced. MUNICIPAL MATTERS. A meeting of the Democratic voters of the town is called for to-night in the Court House and it is hoped that there will be a large attendance. A matter that should be of great interest to all is to be acted upon. A candidate to fill the vacancy on the Town Council, caused by the resignation of J. J. An alderman is a cenerai news directly or indirectly, keep or maintain, by himself or by as- sociai-ing or combining with others, or who shall in any manner aid, assist or abet in keeping or maintaining any club room or other place in which any intoxicating liquors are received or kept for the pur pose of barter or sale as a bever age. oi for distribution or di vision among the members of any club or association by any means whatever, and every per son who shall barter, sell, or assist or abet another in barter ing or selling, any intoxicating liquors so received or kept, shall be deemed guilty of a misde meanor, and upon conviction thereof, be punished by a fine of not less than $100 nor more than $500, and by imprisonment in the county jail not less than ninety days nor more than one year.’ “This section is very strong, exceedingly strong, but there are others in the Act which speak just as strongly on the same point. One section says that ‘all places where intoxica ting liquors are sold, bartered or given away in violation of this Act, or where persons are permitted to resort for ihe pur- ] pose ot urinKing intoxicating continue, i liquors as a beverage, or where which fail- intoxicating liquors are kept for sale, barter or delivery in violation of this Act, are here by declared to be common nuis ances.’ The section then pro ceeds to describe the methods which shall be employed to abate these ‘nuisances,’ the stock fix tures, etc., of which shall be confiscated. J., was determined to commit suicide. Last week he placed a pistol ou each side of his head and put two bullets in his brain. A terrible accident happened in the Mediterranean Sea on Friday. Two English warships collided and one of them sank, carrying three hundred and sixty-six persons to a watery grave. While a circus was giving an exhibition at River Falls, Wis., on Wednesday of last week, lightning struck the centre pole of the tent and seven spectators were killed outright and a large number were injured. United States Senator Stan ford, of California, died sudden ly on Wednesday of last week. His estate is worth $35,000,000. During the last campaign he was frequently spoken of for the Third party nomination for President. A train, upon which there were one thousand passengers, was wrecked on Long Island on Tuesday of last week. Nine persons were killed and about one hundred injured. In the confusion following the disaster the bodies of the dead and wounded were robbed of valu ables by ghouls. STEAM'S ENEMY. Electricity Supplants the Steam Engine —The First Motor. [The State, June 2:1. | For the first time in Columbia electricity was put to practical use yesterday in the propelling of machinery. It means the opening of a new era, and in time the steam engine will no longer be used in the capital city. The penitentiary has the dis tinction of making this innova tion. It recently ordered from the General Electric Company of Atlanta two motors, one of ten and the other of twenty-five horse power. They arrived a few days ago, and yesterday the expert of the company put up the smaller one, and the con nections being made it was put to work in the afternoon in the presence of a large number of persons, who were invited by the penitentiary authorities to be present on the occasion. It worked beautifully, and did not give the slightest trouble. The other motor will be put in oper ation in a few days. Other places which use steam have or dered electric motors. C., June 13,1883. » E it ordered and ordained that pursuant to section 5 and 6 of tlie charter of the town of Darlington a special election is hereby ordered to he held upon the 80th day of June, 1893, for the election of an Alderman to ser>e for the balance of the unex pired term of Alderman J. J. Ward, resigned. That before any voter shall be entitled to vote at said spe cial election he shall be required to register at the Town Council Chain- tier, after taking the following oath; That he is twenty-one years of age, and has lieen a resident of the 8tate of South Carolina for one year and the town of Darlington for sixty days preceding the said election, and that he is not for any cause under the con stitution of said State disqualified as a voter. Be it further ordained that for the purpose of holding said election and giving opportunity to electors of the said town to register as above requir ed, three managers of election and registration shall be appointed by the Mayor, who shall meet in the Council Chamber of Darlington and, after taking the following oath : that they will impartially register all voters who may present themselves to take the above prescribed oath, shall take down and keep a record of all persons who shall present themselves for reg istration, and for the purpose of al lowing the said electors to register said managers shall meet at the Coun cil Chamber on the mornings of the 28th and 29th of Ji*ie, 1893, at 9 a. m., and keep said place open for registra tion until 6 p. m. of each day. Said managers shall, on Friday, the 80th day of June, 1898, at the same hours and place above mentioned, receive votes of all electors who have com plied with the law, and after the polls are closed shall proceed to count the votes and declare the election, and on the next day thereafter. July 1st, shall serve notice upon the person who haabeen elected Alderman of the said town. Said managers, after counting the votes cast and declaring the election, shall return said ballots to the box provided for the same, seal the same, and turn over the said box to the Town Council. That all per sons who shall in anyway interfere with the managers In the discharge of their duty or who shall illegally vote shall be fined not less than $5 nor more than $25, or be imprisoned for not less than five days or more than thirty days, or both.
