LET HIM PROVE HIS INSINUATIONS.
Referring to the shortage
found in the accounts of the
late Adjutant and Inspector
General, and to those which
Governor Tillman mt/.t existed
in the settlements of the clerk
of the Penitentiary and of sev
eral of the County Treasurers,
the Governor in his recent Mes
sage to the Legislature, uses
the-following language: “These
are the fruits of an examination
of the books for one year only.
What couid be unearthed if the
investigations were carried
back several years is left to
conjecture.” We would like to
ask why so serious a matter
should be “left to conjecture!'”
Such language, when it comes
from politicians and office-seek
ers in the heat of a campaign,
possesses but little significance,
and has been so regarded by the
people of the State in ti e past.
When, however, it emanates
from the Chief Magistrate of the
State, and is used by him in
criticising his predecessors of
the same political party, it
must be regarded as a most re
markable uttterance. Governor
Tillman was elected to ■office on
a platform the chief planks of
which consisted in the grave
insinuations he made against
those who were then conducting
the affairs of the State, coupled
with pledges that if elected to
office the “Reformers” would
“unearth” all irregularities,
and bring the offenders to a
speedy account. But even
without such pledges the Gov
ernor’s very oath of office would
require him either to prove his
suspicions or set them at rest
forever by making most thor
ough and searching investiga
tion into the conduct of his
predecessors. How then is it
possible for him to gravely an
nounce that the result of such
an investigation should be left
to conjecture, and why should
it be disposed of in that indif
ferent manner? If Governor
Tillman means anything by
what he says, he would have
the Legislature believe that
“an examination of the books”
for several years back would
“unearth” glaring rascalities,
in which case the people of
South Carolina and his sworn
duty as Chief Magistrate of the
State demand that an immediate
investigation be made into the
subject of his charges. On the
other Imnd, if he means nothing
by what he says, he should at
once explain to the Legislature
that he made use of such a sol
emn document as his Annual
Message to lend force to the
false charges which he made
against his predecessors while
the one who is nearest to the
hearts of the people of South
Carolina to-day. A well round
ed man in every respect, he is
acknowledged to be without a
superior on the Bench of the
State, and his elevation to the
Supreme Court would Hhvebeen
not only a recognition of his
public services in the past ar.d
of his thorough qualification for
the position in every respect,
but it would have undoubtedly
redounded to the honor and
glory of South Carolina.
