Htss of the State of Sooth Carolina
D ow net nnd sitting in General As-
gcably end by the authority of the
gcioe : That for the purpose of
asintaifitng public schools in the
Town of Darlington, the County
Board of Examiners for Darlington
County be, and they are hereby
authorised, nod required to estab
lisb a separate School District, to
contain all the teriitory included
between a boundary to the cast
formed by the rnna of Mill Creek,
8wift Creek and Black Creek, and
the part of a circle having its centre
at the Oonrt House building in the
Town of Darl ugton, commencing
at a point on Black Creek three
miles ea*t or southeast of said Court
House, and running with a radius
of three miles until it reaches a
point on Mill On ek three miles
north or northwest of said Court
Hons**. The new School District
so established shall be known as
the School District of the Town of
Darlington.
Bkotiom 3. That three members
appointed by the County Board ot
Examiners in accordance with the
general School Law for the appoint
ment of Tiostees, and the duly ap
pointed Trustees of the St John’s
Academy of said Town and their
anocessors, sba'l constitute a Board
of Trustees for the said School Dis
triet
Section 3. That the said Board
of Trustees, iu addition to the du
ties and powers prescribed by law
for Trostees of School Districts,
shall have the power, and it shall
be tkeir duty, to determine the
studies and class books to be used
in the schools ot said District; to
elect and dismiss the teachers; to
fix their salaiies; to prescribe their
Unties; and to m ike rules for the
government of the schools; to
make an anuual report ot the
schools in said District to the Su
psriutendentof Education on or be
fore the first Monday iu October iu
each year to be forwarded through
the oifice of the Sebool Commissiou-
of Darlington County; and to take
iu charge and to keep in order ail
buildings and other property be"
longing to or used for carrying on
the schools ot the District herein
created.
Section 4 The said Board ot
Trustees shall elect from its mem
bers a Chairman and also a Secro
tary and Treasnrer. The Chair
man ahull esll meetings of the
Board whenever in his judgment a
meeting ia needed or whenever
three members of the Board shall
unite In reqnssting him to do so.
Section 5. The said Trustees are
hereby author ze I and empowered
on or before the first day of Janu
ary ia each year to levy on all rta'

Motion 0. The Couuty Treasur
er of the County of Darlington shall
holdall monies arising from the
School tax and poll tax to which
said District may be entitled under
the ge eral provisions of law or
aader tbe provisions of this Act,
autyect to the warrant of tbe said
Treasurer of the Board of Trustees
of said District.
Section 7. That all monies re
ceived by tbe Conuty Treasurer
front tbe local tax hereiu provided
for shall be protected by tbe official
Bond of said Treasurer, and shall
be paid out only on the warrant of
tbe said Treasurer ot the Board ot
Trustees of said District.
Section 8. That the said Sebool
District is hereby permitted and
authorized to issue five (5) thousand
dollars ot six per cent. Bonds, or a
leas number it so much iu their
Judgment be not necessary for the
purpose of erecting and furnishing
suitable school buildings iu said
School District. Provided, that a
majority of the qualified voters of
Mid School District shall be in fa
vor ot auoh issue, as expressed in
an election held for that purpose.
Section 9. That the Trustees of
aaid Sebool District are hereby re
quired to give three week’s notice
by advertisement in one or more
newspapers of such election, and
they shall appoint the managers,'
receive the returns aud declare the

purpose whatsoever.
Section 12. It shall be the duty
of eacli and every taxpayer whos'e
property may be partly within and
partly without said School District,
when he makes his return ior State
and County, taxes to plainly and
separately specify iu each return,
under oath, the position or posi
tions of such property whether real
or personal, subject to taxation
witbiu said District; and iu case
such taxpaye shall have made his
or her return before such School
District is laid off, it ehi.ll be his or
her duty to make another or amend-
ded returu iu accordance herewith ;
aud it shall be tbe duty ot the
Couuty Auditor to entet the tax
belonging to said Sebool District

Section 13. To clearly establish
the limits of said School District
and lor convenience in asseasing
and collecting tfie tixe*, hereiu
provided for the County Com
missioners of Darlington Coun
ty are hereby authorized and
required on or before the 20th of
January 1889, or as soon thereafter
as it can be conveniently done to
lay off a new township with such
name or number as they may select
to be coterminous iu extent with
said School District and all such
portions of the township and school
district now known as No. 1 whicu
may lie outside of the proposed
new School District and new Town
ship shall be added to the adjoining
Townships and Sebool Districts as

South-west corner ol tbe Public
Square and Dearie street, contain* d
a large variety of men’s, youths’
aud boys’ clothing, dress goods,
novelties aud notions, huge bolts of
pants cloth and cassi meres.

In the grocery departmeut, Mi.
Rosenberg’s line is second to none
iu tbe State. Here we see also
haruess, saddlery, iron aud pot
ware, table aud oookiug utensils.
The superintendent of this store is
Mr. F. T. Herring, who is assisted
by Messrs. A. Kalin us, J R. Hill,
L. W. Ham, and S. Kalmus.
Immediately opposite, ou the
Northwest corner of Pearle street
and Public Square, we euter Mr
Rosenberg’s other massive estab
lisb men t. On either side are two
of the largest show windows in
Darlington. In one is displayed
dress goods, in the other clothing.
The centre of the store is given
up to immense counters, wt ich
contain an endless varie ; y of cloth
ing to fit the youth in bia teens and
tbe youth grown to manhood, iu
quality and prices to suit tbe capi
talist and bis employee. His over
coats nearly make a fellow yearu
for the coming of winter so that he

Back of these counters, iu a neat
enclosure, sits the petite aud pretty
cashier, Mrs. Job. Rosenberg. To
the right we find the dry goods em
porium, which contains dress goods,
silks, satins, velvets, linens, towel-
jug, napkins, notious, ladies’ coals
aud Jerseys, new-markets, jackets
aud dolmas; beauties iu hats aud
trimmings, lace curtains, blankets
aud comforis. On the left the well
filled shelves contain iu aioes the
