I've been thinking about the
Constitution, there are two con
stitutions, both of which are fre-
quently disregarded. Now don't
he too hard on the lawyers, the
Congress, the Courts and State
legislators: they are following
the common habit of side-step
ping the high law even the
Christians do that, even devout
members of the Church
My memory carries me back
to nn days as an Episcopal
< hoir boy when I heard fre
quent l> this Prayer. We have
erred and strayed from Thy way
like lost sheep: we have follow
ed too much tlie devices and
desires of our own hearts; we
have offended against Thy Holy
Law we have done those things
that ue ought not to have done:
we have left undone those
things we ought to have done;
and there is no help in us"
Now don't be too quick: that
Episcopal prayer applies to us
all baptists. Methodists. Luth
erans, Presbyterians, and a 1 1
others So you see the legisla
tors are m good company, with
their short-comings
Well now what's all this about''
At the moment I am thinking of
the frequent disregard of the
Constitution of the United States
by the whole Federal Body in
high places.
Don’t think me impertinent if
1 ask if you know the what and
wherefore of the Constitution of
the United States. Do you know
that virtually all officials take
an oath to respect and observe
the Constitution of the United
States 9 SO what is it?
When the Constitution of the
United States was adopted there
was immediately loud and strong
dissatisfaction because the Sov
ereign rights of the States were
not fully protected, so we had,
very soon ten amendments to
assure the sovereign rights of
the States against encroachment
by all Federal powers.
The States relied especially on
the ninth and tenth amendments
which are still supposed to be
the law of the land. I do not
know whether it is necessary to
make copies of the ninth and
tenth amendments and mail
them to all members of Con
gress. Federal judges and oth
ers.
Since so few people seem to
know the Constitution. I quote
these amendments:
Amendment IX: “The enum
eration in the Constitution of
certain rights, shall not be con
strued to deny or disparage oth
ers retained by the people”.
Amendment X; “The powers
not delegated to the United
States by the Constitution, nor
prohibited by it to the States,
are reserved to the States res
pectively, or to the people”.
Now tell me where the Fed

the Federal authority at every
turn in everything. Perhaps we
ought to adopt another amend
ment declaring the ninth and
tenth amendments dead and bur
ied.
Letter to Editor
TO ALL CITIZENS:
We, the members of the New
berry Branch of the NAACP are
not a part of this demonstration
and lawlessness that have been
going on in Newberry for the
past several weeks.
We believe in abiding by the
law. We went along with the
Guidelines that were presented
by the Board of Education some
months ago.
The Board of Education, as
you know, was sued by a group
of citizens, and last month the
case was aired in the district
court of the United States in
Columbia, S. C. with Judge
Charles E. Simons, Jr., presid
ing. After hearing both sides,
the Judge decided in favor of
the Newberry Board of Educa
tion at which time he decreed
that all parties to this action
and other persons be and they
are hereby enjoined and restrain
(‘(1 from interfering with the ord-
erly conduct of the public school
of .Newberry County, and that
report will be made to court by
t he school authorities and any
other public officials of New-
berrv County of any acts con
stituting interference with the
orderly operation of the school
system."
A new branch known as the
County Branch of Newberry
NAACP cropped up less than
six months ago, headed by a
group of people that believe in
taking the law in their own
hands, and as a result, much
bitterness and hatred have
spread throughout our city and
county
We want you citizens, both
black and white of Newberry
and Newberry County to know
that our Newberry Branch of
the NAACP, that has been in
existence for more than twenty-
five years, opposes this radical
element that is advocating vio
lence m our city.

Car Inspection

October is the final month in
the South Carolina Highway De
partment’s schedule for having
all vehicles safety inspected for
the first time.
After that vehicles will come
up for re-inspection every year
in the month punched on the
inspection sticker.
With 790,641 vehicles inspect
ed through August and with
September’s inspection figure ex
pected to reach at least the 100,-
000 mark, the Highway Depart
ment’s goal of a million vehicles
inspected this year by the end
of October will probably be
reached.
Emory F. Austin, Jr., director
of the Motor Vehicle Division,
said 100,971 vehicles were in
spected during August.
Tabulation of September in
spection reports will not be avail
able until later this month.
October is the month for all
vehicles with 1969 license plate
numbers ending in “0” to be
inspected.
Mr. Austin emphasized that
the owner of each vehicle is ex
pected to have his vehicle in
spected on the basis of his 1969
plates, even though his vehicle
may already have 1970 plates.
“By October 31, we will have
successfully completed our in-
spection-by-the-month program”
Mr. Austin said. This program
to bring all vehicles under in
spection for the first time was
begun in January, with license
plates ending ”1” through “9”
and “0” assigned consecutive
months.
Four hundred fifteen thousand
vehicles were voluntarily in
spected during 1968.

Hunters may
get firearms
COLUMBIA - “The Gun Con
trol Act of 1968 was passed by
Congress to help Federal, State
and local law enforcement offi
cials in their fight against vio
lence and crime,” Louis F. Fish
er, IRS Alcohol, Tobacco and
Firearms Chief Special Investi
gator for South Carolina said to
day, adding that it was in no
way intended to hinder the act
ivities of hunters and sports
men.
As an example, Mr. Fisher
said hunters and sportsmen can
purchase ammunition in any
state, and likewise carry their
own firearms across a state line
as long as they are not con
victed felons, or under indict
ment for felony; fugitives from
justice; unlawful users of drugs;
mental incompetents; or do not
violate state or local laws.
Further, Mr. Fisher said .hunt
ers, sportsmen, competitive
shooters, or anyone legally us
ing a gun in a state other than
his home state can acquire an
other firearm if his rifle or shot
gun is lost, stolen, or becomes
inoperative.
He said the law requires only
that the buyer in these circum
stances make out an affidavit
for the dealer’s records, and
provide the dealer with the title
of the chief law enforcement of
ficer in the locality where he
lives.
