However, because it may now be to their advan tage to come under the new law, these old law pensioners will be given another oppor tunity between February 1 and May 1 next year to change over. If they elect to change be fore May 1, any additional ben- efits due them under the new law will be paid retroactively to January 1, 1969. Information explaining the benefits of the new law, to gether with a sign up card will be mailed to them at the end of January. Meantime, VA will send a notice with the pension check and income questionnaire to be mailed about November 1 advising them in advance oi che upcoming conversion op portunity. Assistance in completing the cards may be obtained at the County Service Office, New berry or from the VA Regional Office in Columbia. Changes made in payment of vets pensions For nearly two million total ly disabled veterans and veter ans’ dependents on the Veter ans Administration’s pension rolls, the end-of-the-year an nual income questionnaire from VA will come a month early this year Newberry County Service Officer Jerry O’Quinn said today. Instead of being enclosed with the pension checks which will go out around December 1, the check-sized income re port cards will be sent with the pension payment to be mail ed by VA about November 1. O’Quinn said the deadline for returning the questionnaire to VA has also been moved up from January 31 to January 15. VA is mailing the income questionnaire a month early to insure that the pension checks it will send out at the end of January reflect the new pen sion rates and income limits that go into effect the first of the year. The amount of each pension er’s check under the new pen sion system that starts on Jan uary 1 will be based upon the estimated income in 1969 re ported by the pensioner of the VA income questionnaire. With out the returned questionnaire containing the estimate of in come for next year, VA, by law, cannot pay a beneficiary a pension. Beginning January 1, 1969, the annual income limitations governing the entitlement to VA pensions and dependency benefits will be raised $200. Further, the present income levels, with three graduations, used in determining the amount of benefits a recipient may be paid, will be restructured t o provide a range of 13 to 28 income levels graduated in $100 increments. As a result of these changes, more than 1.1 million pension ers will receive approximately $120 million in increased pen sions next year, O’Quinn said. In addition to changing pen sion rates and income levels. Public Law 90-275, signed by the President last March, also provided that no beneficiaries on the VA pension rolls would have their pensions reduced in 1969 as the result of increased Social Security payments. VA pensions are payable to war veterans with limited in comes and total nonservice-con nected dibabilities and to wid ows and other dependents of war veterans who meet estab lished income limitations. Approximately 575,000 pen sioners continue to receive VA CITY GENERAL ELECTION Notice is hereby given that a General Election will be held for the City of Newberry, S. C. November 12, 1968, for the pur pose of electing three council- men for a term of four years to serve the City of Newberry. Before the hour fixed for the opening of the polls Mana gers and Clerks must take and subscribe to the constitutional oath. The jfolls shall be opened at such voting places as shall be designated at 8:00 in the fore noon,* and close at 7 o clock in the afternoon of the day of el ection, and shall be held open during these hours without in termission or adjournment and the Managers shall see that each person offering to vote takes the oath that he is quali fied to vote at this election ac cording to the Constitution of this State, and that he has not voted during this election. At the close of the election the Managers and Clerks must proceed publicly to open the ballot box and count the ballots therein, and continue without adjournment until the same is completed, and make a state ment of the results for the of fices and sign the same. There after the Chairman of the Managers or one of the clerks, must deliver to the Commission ers of Election the poll list, the ballot box containing the bal lots, and written statement of the results of the election.
