The Managers elect their Chairman and Clerk The polls shall be opened at such voting placet aa shall be designated at 8 o’clock in the forenoon, and close at 7 o’clock In the afternoon of the day of election, and shall be held open during these hours without in- ter miss ion or adjournment; and the Managers shall see that earth person offering to vote takes the oath that he is (pis 11 fieri to vote at this election, according to the Constitution of this State, and that he has not voted during this election. The Manager* have the power to fill a vacancy, and if none of the Managers attend, the citizens can appoint from among the qualified voters, the Managers, who, after being duly sworn, can conduct the elec tion. At the close of the election the Manager* and Clerk* mud proceed publicly to open the ballot box and count the ballots therein, and continue without adjournment until the aarne 1* completed, and make a state ment of Oie results for each office ami sign the same. Thereafter the Chairman of the Managers, or someone designated hy the Board, must deliver to the Commissioners of Election the poll list, the box containing the ballots and writ ten statements of the results of the election. At the said election qualified electors will vote upon the adop tlon or rejection of amendments to the Constitution, as provided in the following J 01N1 RESOLUTIONS: STATE WIDE CON STITUTIONAL AMENDMENTS NO. 1 Shall Article VII of the Constitution of this State be amended to permit the establishment of regional coun cils of government? NO. 2 Shall Section 12 of Article XI of the Constitution of this State be amended so aa to permit, with respect to any increase in license fee* or taxes imposed after July 1, 1969, on the sale of spirituous, malt, vinous am intoxicating liquor and beverages, all or a portion of the proceeds to bo applied to the treatment and rehabilitation of alcohol ami drug addicts and for (lie prevention of alcohol and drug addiction? NO. 3 Shall Section 3, Article XVII of the Constitution of South Carolina, 1895, be amended so as to add continuous separation for a period of at least three years as an additional ground for divorce? Shall the Constitution of this State be amended by adding to proposed Article Hi of the Articles of Amendments a sec tion to provide that t h e restrictions and limitations of Article X, Section 5 and Article X, Section 6 relating to the purposes for which taxes may oe levied and bonds issued shall not apply to the government created by the home rule charter pursuant to the powers granted to the electors of Charleston County by virtue of the proposed Article III to the Articles of Amendments nor to the territory from time to time under Its Jurisdiction? Shall the Constitution of this State be amended by adding to proposed Article III of the Articles of Amendments a sec tion to provide that the restric tions and limitations of Article II, Section 13 relating to special election for bonding municipalities shall not apply to the government created by the liome rule charter pursuant to the powers granted to the elec tors of Charleston County by virtue of the proposed Article III to the Articles of Amendments nor to the territory from time to time under its jurisdiction? NO. 2 FLORENCE COUNTY Shall Section 17 of Article I of the Conjatation of South Carolina, IMS, be amended *c as to permit the use of the power of eminent domain by the Municipaiities of Florence County or housing or redevelop ment authorities functioning in the Mumripalilies of Florence County for the purpose of shim clearance and redevelopment work in areas within the cor porate limits of the Municipalities of Florence Coun ty or within the jurisdictional area of the boosing authorities of the Municipalities of Florence County which are predominantly slum or blighted, in order to acquire and clear such areas, to prepare them for re-use and for sale or other disposition to private enterprise for private purposes or to public bodies for public purposes, to require that just compensation be paid for property and property rights taken pursuant to such use of the power of eminent domain, and to provide that in cases of condemnation of land, where re-use Is for private purposes, the condemnee shall be given the first opportunity to purchase the land when it is sold by the condemnor for such re use? NO. 3 GREENVILLE COUNTY Shall Section 17, Article I Constitution of South Carolina, 1895, be amended so as to pro vide for slum clearance and redevelopment by Greenville County, incorporated municipalities and other public authorities in Greenville County, in areas, streets, roads and rights of way, including air rights and subsurface rights,- the acquisition of the rights by any lawful means, including the power of eminent domain, and the disposition of the rights? NO. 4 GREENVILLE COUNTY Shall Section 17, Article I, Constitution of South Carolina, 1895, be amended so as to pro vide for the severability and means of acquisition, eminent dom ain or otherwise, of air rights over and sub-surface rights under the surface of the ground or the surface of streets, roads or rights of way by Green ville County, any incorporated municipality, political sub division or authority in Green ville County, and to permit the disposition of such rights to any person, coiporation or public or private legal entity? SPARTANBURG COUNTY NO. 5 Shall Section 17, Article I Constitution of South Carolina 1895, be amended so as to pro vide for the severability ano means of acquisition, eminent domain or otherwise, of air rights over and sub-surface rights under the surface of the ground or the surface of streets, roads or rights of way by Spartanburg County, any in corporated municipality, political subdivision or authority in Sfvartanburg County, and to permit the disposition of such rights to any person, corporation or public or private legal en tity? NO. 6 YORK COUNTY Shall Section 13, Article II of the Constitution of South Carolina. 1895, be amended sc as to permit the holding of special elections in any in corporated municipality in York County for the purpose of determining if the municipa’ council of any such incorporates municipality shall be em powered to Issue general obliga tion bonds of such municipality for any corporate purposes without there first being presented to the municipal conn oil a petition signed oy a ma jority of the freeholders of any i n c o r p o rated municipality located in York County peti- tiouing and authorizing such elections? LOCAL CONSTITUTIONAL AMENDMENTS NO. 8 NEWBERRY COUNTY Shall Section 5 of Article X of the Constitution of thia State be amended so a* to per mit the School District of New berry County to increase its bonded indebtedness np to thir ty percent of the assessed value of the taxable property therein, and to exclude such indebted ness from the limitation of aggregate indebtedness upon any municipality or political subdivision of the county or State covering or partially ex tending over the territory of the district?
