PAGE 10—The Newberry Sun, Newberry, S. C., Thursday, Oct. 24, 1968 NOTICE OP ELECTION STATE OF SOUTH CAROLINA COUNTY OP NEWBERRY. Notice is hereby given that the General Election for State tod County will be held at the voting precincts fixed by law in the Couatv aforesaid on Tues day, November 5, 1966, said day being Tuesday following the first Monday, as prescribed by the State Constitution. Before the hour fixed for opening the polls Managers and Clerks must take and subscribe to the constitutional oath. The Mangers elect their Chairman tod Clerk. The polls shall be opened at such voting places as shall be designated at 8 o’clock in the forenoon, and close at 7 o’clock in the afternoon of the day of •lection, and shall be held open during these hours without in termission or adjournment; and the Managers shall see that each person offering to vote takes the oath that he is qualified to vote at this election, according to the Constitution of this State, and that he has not, voted during this election. The Managers have the power to fill a vacancy, and if none of the Managers attend, the citizens can appoint from among the qualified voters, the Managers, who, after being duly sworn, can conduct the elec tion. At the close of the election the Managers and Clerks must proceed publicly to open thr ballot box and count the ballots therein, and continue without adjournment until the same is completed, and make a state ment of the results for each office and sign the same. Thereafter the Chairman of the Managers, or someonei designated by the Board, must deliver to the Commissioners of Election the poll list, the box containing the ballots and writ ten statements of the results of the election. At the said election qualified electors will vote upon the adop tion or rejection of amendments to the Constitution, as provided in the following JOINT RESOLUTIONS: STATE WIDE CON STITUTIONAL AMENDMENTS NO. 1 Shall Article VII of the Constitution of this State be amended to permit the establishment of regional coun cils of government? NO. 2 Shsll Section 12 of Article XI of the Constitution of this State be amended so as to permit, with respect to any increase in license fees or taxes imposed after July 1, 1969, on the sale of spirituous, malt, vinous and intoxicating liquor and beverages, all or a portion of the proceeds to be applied to the treatment and rehabilitation of alcohol and drug addicts and for the prevention of alcohol and drug addiction? NO. 3 Shall Section 3, Article XVII of the Constitution of South Carolina, 1895, be amended sc as to add continuous separation for a period of at least three years as an additional ground for divorce? NO. 4 Shall Section 1 of Article XVI of the Constitution of this State be amended so as to provide that for the general elections in 1970 and 1972 proposals may be made for the revision of an entire article of the Constitution or the addition of a new article as a single amendment with only one question being required to be voted on and to allow con stitutional provisions from other arjcles to be changed if such provisions relate to the subject matter of the article being revised or proposed? LOCAL CONSTITUTIONAL AMENDMENTS (To be voted on statewide) NO. 1 CHARLESTON COUNTY Shall the Constitution of this State be amended by adding Article III to the Articles of Amendments so as to authorize the electors of Charleston Coun ty to adopt a single unit of government and to prescribe the power* and functions thereof? Shall the Constitution of this State be amended by adding to proposed Article III of the Articles of Amendments a sec tion to provide that the restric tions and limitations of Article VIII, Section 7 and Article X, Section 5 relating to the in curring of bonded debt shall not apply to the government created by the home rule charter pursuant to the powers grantee to the electors of Charleston County by virtue ot the proposed Article III to the Articles of Amendments nor to the territory from time to time under its jurisdiction? Shall the Constitution of this State be amended by adding to proposed Article III of the Articles of Amendments a sec tion to provide that the restric tions and limitations of Article X, Section 5, requiring uniformi ty of taxes in respect to persons and property within the jurisdic tion of the body imposing the same shall not apply to the government created by the home rule charter pursuant to the powers granted to the elec tors of Charleston County by virtue of the proposed Article III to the Articles o f Amendments nor to the territory from time to time under the jurisdiction? Shall the Constitution of this State be amended by adding to proposed Article HI of the Articles of Amendments a sec tion to provide that the restrictions and limitations of Article X, Section 5 and Article X, Section 6 relating to the purposes for which taxes mav be levied and bonds issued shall not apply to the government created by the home rule charter pursuant to the powers granted to the electors of Charleston County by virtue of the proposed Article III to the Articles of Amendments nor to the territory from time to time under its jurisdiction? Shall the Constitution of this State be amended by adding to proposed Article III of the Articles of Amendments a sec tion to provide that the restric tions and limitations of Article II, Section 13 relating to special election for bonding municipalities shall not apply to the government created by the home rule charter pursuant to the powers granted to the elec tors of Charleston County by virtue of the proposed Article III to the Articles o f Amendments nor to the territory from time to time under its jurisdiction? Shall the Constitution of this State be amended by adding to proposed Article HI of the Articles of Amendments a sec tion to provide that the restric tions and limitations of Article V, Sections 20 and 21 relating to magistrates shall not apply to the government created by the home rule charter pursuant to the powers granted to the electors of Charleston County by virtue of the proposed Article III to the Articles o f Amendments nor to the territory from time to time under its jurisdiction? Shall the Constitution of this State be amended by adding to proposed Article IH of the Articles of Amendments a sec tion to provide that the restric tions and limitations of Article VII, Section 11 relating to township government shall not apply to the government created by • the home' rule charter pursuant to the powers granted to the electors of Charleston County by virtue of the proposed Article III to the Articles oi Amendments nor to the territory from time to time under its jurisdiction? Shall the Constitution of this State be amended by adding to proposed Article III of the Articles of Amendments a sec tion to provide that the - restrictions and limitations of Article VHI, Section 1 relating to organization and classifica tion of municipal corporations shall not apply to the govern ment created by the borne rule charter pursuant to the powers granted to the electors of Charleston County by virtue of the proposed Article III to the Articles of Amendments nor to the territory from time to time under its jurisdiction? NO. 2 FLORENCE COUNTY Shall Section 17 of Article I: of the Constitution of South Carolina, 1895, be amended so as to permit the use of the power of eminent domain by the Municipalities of Florence County or housing or redevelop ment authorities functioning in the Municipalities of Florence County for the purpose of slum clearance and redevelopment work in areas within the cor porate limits of the Municipalities of Florence Coun ty or within the jurisdictional area of the housing authorities of the Municipalities of Florence County which are predominantly slum or blighted, in order to acquire and clear such areas, to prepare them for re-use and for sale or other disposition to private enterprise for private purposes or to public bodies for public purposes, to require that just compensation be paid for property and property rights taken pursuant to such use of the power of eminent domain, and to provide that in cases of condemnation of land, where re-use is for private purposes, the condemnee shall be given the first opportunity to purchase the land when it is sold by the condemnor for such re use? NO. 3 GREENVILLE COUNTY Shall Section 17, Article I, Constitution of South Carolina, 1895, be amended so as to pro vide for slum clearance and redevelopment by Greenville County, incorporated municipalities and other public authorities in Greenville County, in areas, streets, roads and, rights of way, including air rights and sub-surface rights, the acquisition of the rights by any lawful means, including the power of eminent domain, and the disposition of the rights? NO. 4 GREENVILLE COUNTY Shall Section 17, Article I, Constitution of South Carolina, 1895, be amended so as to pro vide for the severability and means of acquisition, eminent domain or otherwise, of aii rights over and sub-surface rights under the surface of the ground or the surface of streets, roads or rights of way by Green ville County, any incorporated municipality, political sub division or authority in Green ville County, and to permit the disposition of such rights to any person, corporation or public or private legal entity? SPARTANBURG COUNTY NO. 5 Shall Section 17, Article I, Constitution of South Carolina 1895, be amended so as to pro vide for the severability and means of acquisition, eminent domain or otherwise, of air rights over and sub-surface rights under the surface of the ground or the surface of streets, roads or rights of way by Spartanburg County, any in corporated municipality political subdivision or authority in Spartanburg County, and to permit the disposition of such rights to any person, corporation or public or private legal en tity? NO. 6 YORK COUNTY Shall Section 13, Article II, of the Constitution of South Carolina, 1895, be amended sc as to permit the holding oi special elections in any in corporated municipality in York County for the purpose of determining if the municipal council of any such incorporated municipality shall b e em powered to issue general obliga^ tion bonds of such municipality for any corporate purposes without there first being presented to the municipal couiv cil a petition signed by a ma jority of the freeholders of any i n c o r p o rated municipality located in York County peti tioning and authorizing such elections? LOCAL CONSTITUTIONAL AMENDMENTS NO. 8 NEWBERRY COUNTY Shall Section 6 of Article X of the Constitution of this State be amended so as to per mit the School District of New berry County to increase its bonded indebtedness up to thir ty percent of the assessed value of the taxable property therein, and to exclude such indebted ness from the limitation of aggregate indebtedness upon any municipality or political subdivision of the county or State covering or partially ex tending over the territory of the district?
