County gets
planning grant

tration, has announced the ap
proval of a comprehensive
planning grant in the amount
of $8,250, to the Newberry
County Planning Board.
The Newberry County plan
will consist of a detailed back
ground study which will be
used as the basis for develop
ing a comprehensive water ana
waste disposal plan for the rur
al areas of the county to meet
the projected needs for such
services for the next 20 years.
The purpose of the plan is to
provide for orderly development
of facilities, make best use of
available water resources, and
avoid duplication and overlap
ping of facilities.
All of the areas within the
boundaries of Newberry Coun
ty with the exception of the
city of Newberry will be cov
ered by the plan. The City of
Newberry cannot be included
under this grant because it is
not considered a rural area or
town and its population is m
excess of 5,500. The County
does not have sufficient funds
immediately available for fin
ancing the entire project.
“These grants to rural areas
are a wise investment,” an-
vestment,” announced Mr.
Rogers. “This is the kind of
basic analysis that rural com
munities need to develop thmr
resources constructively with
permanent results. Most rural
communities do not have the
funds nor the professional per
sonnel, as do cities, to conduct
such a study.”
The Newberry County Plan
ning Board initiated the request
for a grant. The officers and
members of the Board consists
of Messrs J. Asbury Beden-
baugh, Prosperity, Chairman;
W. J. Raffield, Newberry, Vice
Chairman; Frank M. Senn,
Silverstreet, Secretary-Treasu
rer; John F. Roche, Whitmire;
Gordon N. Clarkson, Newber
ry; H. J. Smith, Peak; Ralph
S. Boazman, Newberry; James
C. Mills, Prosperity and Fran
cis M. Setzler, Whitmire.
The State Development
Board, Community Planning,
Columbia, are the planners for
the comprehensive plan.
Grants for community plan
ning can be made to rural pub
lic bodies which: lack the fin
ancial resources; are broadly
based and representatives of
the rural area; have a proposal
for comprehensive planning
that is supported by local el
ected officials and private and
public agencies; and have the
authority to prepare official
comprehensive plans for the
development of water and sewer
systems in the rural areas.
About Your
Social Security
There are hundreds of dis
abled widows in this area who
could receive social security
benefits by filing an applica
tion, state Carlisle Bagwell,
District Manager of Green
wood Social Security Office.
Mr. Bagwell states that in
March, because of a change in
the law, social security checks
w r ere mailed to many disabled
widows for the first time, and
that there are many others who
could qualify by applying. Un
der this new provision of the
law, certain totally disabled
widows man now receive ben
efits on their deceased hus
bands’ record if they are at
least age 50. This new provis
ion also applies to certain dis
abled widowers and certain
divorced wives who meet spe
cific support requirements. To
receive these new disability
benefits, the disability must
have occurred no later than 7
years after the spouse’s death
or within 7 years after pre
vious entitlement of social sec
urity benefits has ended.
Anyone who believes he is
eligible for these benefits
should contact the nearest soc
ial security office. The social
security office for this area
is located at 219 Magnolia Ave.
in Greenwood.

The Attorney General of S.
C. upheld the decision of New
berry City Council not to put
group hospital insurance up
for competitive bidding this
>ear. I still disagree with this
decision because if you look up
the words supply or supplies in
the dictionary, it states: (1)
to make good or compensate
for, as a loss or deficiency:
make up for. (2) that which is
or can be supplied. Insurance
certainly comes under these
definitions in fact, the city
attorney and the Attorney Gen
eral both agree that the word
ing is ambiguous.
Furthermore, when you speak
of the law of supply and de
mand in Econo mcs then supply
or supplies means tangible or
intangibles such as labor, ser
vices, products, stocks, insur
ance or anything of value that
the public demands.
Why should the S. C. Legis
lature exempt insurance from
this section without covering
insurance in another section?
The Council-Manager Code is
beautifully written and is very
complete, it states very clearly
under Section 47-600.107: Com
petitive Bidding on Purchases
and contracts that council un
der no condition can prevent
competitive bidding. Why
should the city exempt insur
ance from competitive bidding
when everything else is cover
ed ?

berry City Council is under a
moral obligation to offer this
business by competitive bidding
to those insurance companies
who write group hospital in
surance and who pay the city a
license fee.
In my opinion, Council’s dec
ision not to put this insurance
up for competitive bidding is
the worst decision given by any
council since 1949. They have
closed the door to Free Enter
prise of which I have been fear
ful of on the national level but
it has now happened on the
grass roots level right here in
little ole Newberry, S. C.
The majority of Council have*
told me individually that this
should be placed on competitive
bidding and that it will be done
next year. The point I would
like to make if it is wrong next
year then why is it right this
year?
The Attorney General also
upheld the legality of their
secret meetings and the only
comment; mat I have to make
is that council is meeting with
out the leadership and exper
ienced advice of the Mayor and
the City Manager. There is a
little ray of hope that this coun
cil may make us a good council
since there was a dissenting
vote cast last night for the
first time which means that
they are beginning to think
individually instead of in a
group.
