Speaker sees
neutralists
leading U. N.
United States dominance in
the United Nations will continue
to decline, an international re
lations authority from the Uni
versity of Michigan predicted
Thursday night, but communist
nations won’t take over as the
chief molders of UN policy.
Dr. Inis L. Claude Jr., a spec
ialist in UN affairs, told a
Newberry College audience that
neutralist forces are moving to
the forefront as the United
States’ ability to dominate UN
policy continues to slip.
Russia, he said, no longer
plays “a permanent minority
role” in the UN. But although
the Soviets don’t lose every
vote as they once did, he pre
dicted that neutralists and not
communists will play the lead
ing role in shaping the UN’s fu
ture.
The anti-colonialism of em
erging nations already has be
come more important than
Western anti-communism in
molding the character of the
UN, he declared.
Claude said he believes the
move toward neutralism will
make the UN more effective in
mediating future struggles be
tween the big powers. The re
feree’s function, he said, “is
the most important value we
can reasonably expect the Un
ited Nations to have.”
Dr. Claude, a political science
professor and a prolific author
who has specialized in first
hand study of the United Na
tions, said Americans expect
too much and are unreasonably
disappointed when the UN fails
to accomplish the impossible.
“After all,” he concluded,
“nobody wants to eliminate the
Church just because it hasn’t
wiped out sin. And nobody has
suggested abolishing the Uni
versity of Michigan because we
haven't done away with ignor
ance. ”

A summer program in Spain,
for college students and high
school seniors planning to en
roll in a college or university
next fall, has been announced
by Dr. A. P. Mature, head of
the modern language depart

The five-week program, ex

29, is open to students of other
institutions as well as Newber

tours to historical sites and ar

The group will reside and
study in Madrid.
Academic work will consist of
about four weeks of study in
elementary, intermediate or ad
vanced Spanish conversation
and composition. Classes will be
conducted three hours daily,
five days a week, with non-aca
demic hours devoted to tours
and excursions. The program
offers three hours of college
credit.
Students will be accomodat
ed at the Residencia Interna-
cional in the heart of Madrid.
There they will live in close as
sociation with young men and
women of Spain, as well as na
tionals of other countries.
Dr. and Mrs. Matm-e will ac
company the group, which will
travel from Newberry to New
York to join with participating
students from other areas of
the United States. The group
will fly by jet to Paris, pause
there for a day or so, then pro
ceed to Madrid by rail.
A five day European tour
will precede the return to Paris
for the flight back to the Un
ited States.
Cost will be $795, Dr. Mature
said, including round trip trans
