Tedford, on right, manager of the Mollohon plant of the Kendall Co. in Newberry, Figures show City in good financial shape A proposed budget 'for the first six months of 1968 was presented to City Council here Tuesday night—anticipated rev enues are expected to top es timated expenditures by $25,- 242. City Manager K. W. Riebe said recent action by council for the adoption of the state code to conform to regulations under the city council-manager form of government will place tht city on a fiscal year opara- tion. He said the proposed six- month budget was presented to permit the city to go into a fiscal year operation July 1st. and L. H. Jordan, manager of the Oakland plant of the Ken dall Co. in Newberry. The scholarships are award ed to academically-qualified and financially-needy students, with first preference to ap plicants from Newberry county and thereafter to applicants from South Carolina. Stipends vary from a token honorary award to a maximum of $350 per academic year. The budget includes total esti mated expenditures of $378,052 for general government and $316,413 for operation and maintenance and is for the per iod Jan. 1 to June 30, 1968. Estimated revenue for gener al government exceeds estimat ed expenditures by $1,578 and estimated revenue for opera tion and maintenance tops ex pected expenses by $23,664. Riebe said an adjustment in wages for city employees not paid by the hour is proposed in the budget since the work week for employees paid hourly was cut to 40 hours at the same rate of pay. The proposed bud get was accepted as informa tion. In other business, council ap proved the final reading of an ordinance to increase month ly salaries of the mayor and city council members. Councilman Clarence Shealy Jr., a Democratic candidate for mayor in the Nov. 7 general election, and Councilman Cecil Kinard, also a Democratic can didate for reelection, abstained from voting on the salary in crease. A report was presented by the city manager on a revised agreement for the purchase of the R. B. Baker property for use as an off-street parking lot. Riebe said Baker has agreed to sell the property at the original price of $36,000 with payment over a period of five years at a four per cent inter est rate.
