LAW 7 AND ORDER BATTLING FOR
SURVIVAL SAYS F. B. I. DIRECTOR
J. EDGAR HOOVER
Morality, integrity, law and order, and other cherished
principles of our great heritage are battling for survival
in many communities today. They are under constant
attack from degrading and corrupting influences which,
if not halted, will sweep away every vestige of decency
and orderliness remaining in our society.
Certain groups, numerically weak but vociferously
strong, appear determined to destroy all acceptable
standards of personal conduct and sane behavior pat
terns. They seem bent on eliminating all ethical practices
relating to our established order.
P'or instance, most citizens w'ould be horrified to think
that someday it might be legally permissible for a person
to rise in a court room and hurl four-letter invectives at
the judge without fear of punishment. “This cannot be,”
we say, “the court is inviolable. It administers justice
under the laws by which hwe live." Law 7 enforcement is
an arm of the same laws. It is charged with the respon
sibility under these laws of taking certain action which
ultimately is resolved in court. However, a move is un
derway demanding that profane verbal abuse directed
at police officers be legally recognized as a constitu
tional right. If it cn be argued that such preposterous
action is legally permissible at the enforcement level
of the law, could it not also be argued that it is per
missible at all levels of our legal system?
History proves that the best interests of our Nation
lie in a law-abiding, decent, and orderly society. We
cannot live with lawlessness, unbridled vulgarity, ob
scenity, blasphemy, perversion, and public desecration
of every sacred and just symbol. We should be alarmed
when wide-spread recognition and monetary awards go
to a person who writes a “satirical” piece of trash which
maliciously defames the President of our country and
insinuates he murdered his predecessor. We should be
alarmed when some groups, under the guise of academic
freedom and constitutional privilege, flood our college
campuses wdth obscene four-letter-word campaigns and
pornographic publications which violate all codes of
ethics. And we should be equally alarmed w r hen an en
forcement officer making an arrest must fight for his
life against assaults from onlookers who scoff and rid
icule him for doing his duty.
Why do these conditions exist? Certainly, an over
whelming majority of Americans do not want their
families exposed to indecent, immoral, and unlawful
practices which plague our communities. But unorganiz
ed protesters carry little weight against organized cru
saders of filth, immorality, and crime. If this is not the
legacy we want to pass on to our youth, then it is high
time we took action to improve conditions.
Let us stop persecuting enforcement officers when we
should be prosecuting criminals. Let us stop defying
offbeat dolts whose ability is measured only by how
deep they can dip their poisonous pens into the pots
of blasphemy, filth, and falsehood. Let us stop listening
to half-truths and criticisms of time-tested ideals and
start telling and selling the true story of democracy as
we know it. In short, let us stop being led blindly to
ward the cavern of self-destruction by bogus Pied
Pipers and get on with the perpetuation of the self-
evident truths which, with Divine guidance, have served
our Nation so well over the years.

M ANION
FORUM
B> M ARILYN M ANION
KILLING THE REDS WITH
KINDNESS.
The President’s 1967 Stat e
of the Union message is now
a thing of the past—but its
effects will be with us for a
long time to come.
Everybody, for instance—or
at least everybody who pays
taxes—is concerned about the
proposals for a war surtax and
an increase in social security
taxes. The concern is under
standable, because this sort of
measure hits the ordinary Am
erican where it hurts most: in
his already inflation-hcarred
pocketbook.
But the LBJ message con
tained a lot more to be wor
ked abou* in addition to these
noney matters. One secton of
h's speech was of particular
import: That in which he prom
ised to continue our “friendly”
policies toward the govern
ments of Eastern Europe.
Where is our present “friend
ship” with these governments
gett'ng us? Aside from the
fact that we are helping gov
ernments who, in turn, are
helping our enemy in Viet
Nam, are we really aiding the
PEOPLE of Eastern Europe by
our generous trade and credit
policies ?
We asked an Eastern Euro
pean exile that question over
the Manion Forum not long
ago, and his answer was a
resound'ng “No.” Our guest
was Mr. Brutus Coste, a Ru
manian who for many years
was Secretary General of the
Assembly of Captive European
Nations in New York. Here
are excerpts from his Forum
talk:
“It is claimed that the de
velopment of trade and the
granting of credits to the gov
ernments of eastern Europe will
contribute to an evolution to
more freedom and indepen
dence. I claim that the oppo
site is true.
“I say that to the extent
to which Communist govern
ments are assisted to solve
their problems, they will be
reluctant to undertake changes
that would decrease the pow
er of the governments. To
the extent that you relieve
them from the pressure of
necessity, you do not work for
revolution. On the contrary,
you help the Communists
maintain the rigid totalitarian
system that they are carrying
out now.”
Coste applied this theory to
the Red agricultural system,
which, under collectivization,
has been a huge failure: “If
you don’t sell to the Com
munist governments, if you
don’t relieve them when they
have had a bad harvest, they
will be forced by necessity to
consider the suppression of the
collective farm system, and
return to individual farming.”
The Johnson administration,
of course, is prone to relieve
Red Governments in the way
Coste described.
What do the people of East
ern Europe feel about all this?
Here is Mr. Coste’s analysis
of the message they would give
to us, the people of the United
States:
"We know that you are not
prepared or have not the ca
pacity of helping us recover
our freedom, but if you cannot
help us, please do not help our
oppressors.” This is really the
principal message which comes
from Eastern Europe. Don’t
help the oppressors morally by
bestowing upon them respect
ability; don’t help them ma
terially by assisting them to
solve the problems which they

PEOPLE
BUILDING SOCIALISM
President Johnson has ac
cepted the policy recommenda
tions of his hand-picked CIA
fact-finding committee. This
committee was appointed in the
wake of recent disclosures that
the CIA had been financing the
leftist National Student Asso
ciation and other groups with
international operations. The
new policy calls for open sub
sidies to replace hidden sub
sidies.
This shift will have little ef
fect on the general direction of
government policy. The plan for
covert financing had the sup
port and concurrence of the
highest levels of our govern
ment, including the Presidents
involved. Our top policy plan
ners for years have had a “no-
win” mentality when faced with
Communist ambitions.
The CIA has been the obedi
ent tool of the Presidents and
their advisers. Although many
dedicated anti-Communists have
worked for the CIA, they have
worked under "no-win” guide
lines. Others in the CIA, how
ever, willingly have contributed
to the stalemate mentality.
Whether government support
is hidden or open, therefore, will
make little difference in the
basic policy. This policy is
founded upon a fallacious con
cept of Communism and the
best method for combatting it.
THE COMMITTEE REPORT
In justifying government sup
port of the National Student
Association, the President’s
committee said:
"It is of the greatest impor
tance to our future and to the
future of free institutions every
where that other nations, es
pecially their young people,
know and understand American
viewpoints. There is no better
way to meet this need than
through the activity of private
American organizations.”
Yet the viewpoints expressed
by the CIA’s chosen vehicle, the
National Student Association,
hardly can be considered rep
resentative American view
points. NSA, for example, has
called for the abolition of the
House Un-American Activities
Committee, repeal of the In
ternal Security Act of 1950, the
admission of Red China into
the United Nations, and repeal
of laws banning marijuana and
LSD. More recently NSA has
condemned what it calls "U.S.
aggression” in Southeast Asia.
Without the funds provided
unknowingly by U.S. taxpayers,
NSA would not have been able
to exist within the U.S., much
less cut a wide swath at inter
national student meetings.
Moreover, NSA’s propagandiz
ing for narrow leftist ideology
abroad could not possibly have
given other nations the oppor
tunity to “know and under
stand American viewpoints.”
There is a difference between
infiltrating left-wing organiza
tions to gather legitimate intel
ligence and the practice of be
coming the principal support of
left-wing activity. As a result
of funding this strange version
of "anti-Communism” the U.S.
government helped NSA to
found such off-shoots as the
"black power” Student Non-
Violent Coordinating Committee
(SNCCL and the admittedly
socialist Students for a Demo-
c’-atic Society.
SOCIALISM THE RULE
Judging from recent press
exposures, support of left-w : ng
groups has been the rule, rather
than the exception. When Nor
man Thomas discovers he is on
the CIA payroll, then the so
cialist slant of such Federal
have brougt upon themselves
by their own mistaken, erro-
eous policies.”
financing is clear. Other CIA
grants have supported African
terrorists. American pacifists
and promoters of World Gov
ernment. If this is anti-Com
munism thon the Commun'sts
have made the most of it.
America has a legitimate n ^ed
for an intelligence-gathering ap
paratus, and for covert activity
even to the extent of asking
American students and citizens
to perform patriotic missions
for their country.
The problem is not with the
CIA as such, but with the over
all police of our leaders who
mistakenly believe that the wav
to combat Communism is to
build socialism, both at home
and abroad. Instead of building
socialism behind the backs of
the American people, the report
of the President’s committee
seems to indicate that socialism
now will be built brazenly in
the open
