Mayor and City Council of the
City of Newberry, South Car
olina, in Council duly assem
bled, that:
The rate for metered water
in the City of Newberry will
be in accordance with the fol
lowing schedule:
Minimum Bill ia $3.00 per
Month
First 500 cu. ft. at $.60 per
100 cu. ft.
Next 500 cu. ft. at $.40 per
100 cu. ft.
Next 2000 cu. ft. at $.30 per
100 cu. ft.
Next 3000 cu. ft. at $.20 per
100 cu. ft.
Next 4000 cu. ft. at $.17 per
100 cu. ft.
Excess of 10,000 cu. ft. at
$.15 per 100 cu. ft.
One cubic foot equals seven
and one-hftlf gallons.
Every metered water service
will have a monthly charge on
each service based upon the
size of the meter installed in
accordance with the rules of
the City of Newberry. This
minimum charge will be in ac
cordance with the following

Consumers outside the City
Limits of the City of Newberry
will be charged 50 per cent in
addition to the above rates.
Minimum bill for consumers
outside the City Limits of the
city of Newberry will be $4.50
per month or necessary inter
vening readings.
The charges for special fire
protection services (hydrants
and sprinkler systems) con
nected with the water works
distribution system will b e
furnished when accompanied
by full information of service
desired. Such services must be
paid annually in advance.
Service connection charges
are based in the size service
connection and meter required.
The City of Newberry will con
struct and install up to fifty
(50’) feet of service line for
each customer. Meter will be
located at the curb edge of con
sumer’s property at some point
which is nearest to existing
water mains. The City of New
berry will furnish, install, and
maintain all service lines from
the main to and including the
meter. For distances greater
than fifty (50’) feet the addi
tional charge will be according
to the cost. The service con
nection charge will be in ac
cordance with the following

Connections and meters above
this size will be made for total
costs of installation.
A penalty of $5.00 will be
charged for re-establishing ser
vice after cut off for non-pay
ment.
In cases where a meter fails
to register, the monthly charges
will be determined by the av
erage of the three most recent
pertaining monthly consump
tions.
If customer’s bill is lost en
route, or consumer contests a
bill, then timely notice must
be given thereof.
A service bond of not less
than £9.00 is required of all

tenants applying for water
service. This bond is held by
the City of Newberry to the
credit of the party making the
deposit as a guarantee that the
water bill will be paid. Upon
the payment of all bills due, af
ter notice is given to discon
tinue service, the deposit will
be refunded upon surrender of
the receipt therefor held by
the depositor. Commercial, in
dustrial, and other large us
ers of water will be charged
a service bond that is in pro
portion to the estimated
monthly consumption.
In lieu of a service bond, the
City of Newberry will accept a
contract form for service where
said water bill is guaranteed
payment by the property owner
concerned.
Unwarranted testing of wa
ter meters will be charged to
the consumer, and this charge
will not be less than $5.00.
It is unlawful for anyone, ex
cept duly authorized represen
tatives of the City of Newber
ry to tamper with the meter,
or to operate the cut-off or
curb cock located in the water
meter box.

Section 14-21. Schedule of
charges.

er meter the sewer service
charges shall be forty percent
(40%) of the total water bill
not to exceed three dollars
($3.00) times the number of
units served by said meter.
Commercial establishments
shall be billed forty percent

with no limit. Any establish
ment discharging waste with a
BOD content above 300 parts
per million shall be charged
a surcharge based on the char
acter and strength of said
waste in addition to the above
regular service charge.
Industrial establishments us
ing 100,000 cubic feet per
month, rates shall be negoti
ated. Any establishment dis
charging waste with a BOD
content in excess of 300 parts
per million shall be charged
a surcharge based in the char
acter and strength of said
waste in addition to the above
regular service charge.

bled, that:
The sewer rates and regula
tions in the City of Newberry,
South Carolina shall be as fol
lows:
INSIDE RESIDENTIAL
CUSTOMERS
Every owner of any lot or
land on which there is located
a building or structure with
sanitary facilities, and said
lot or land has public sewer
available within two hundred
(200’) feet, said building or
structure shall connect to the
public sewer when erected. If
the public sewer is not avail
able at the time of erection of
said building or structure, but
is later made available, said
building or structure shall
connect to the public sewer
within ninety (90) days after
receiving notice from the City
of Newberry that the public
sewer is available.
All request and payment for
sewer taps shall be made at
the City Office. The fee which
shall be established from time
to time by the City Council.
After application has been
made and the fee paid—the
city will then make the tap
or connection, and extend said
tap or connection to a determ
ined point acceptable to the
party making the application
and the City of Newberry.
Tap fees are as follows:
Four (4) inch tap $125.00
Six (6) inch tap $150.00
Eight (8) inch tap and larger
Actual cost to the City
For sewer service within the
corporate limits, the City shall
charge residential users of
such sewer service a monthly
service charge based on forty
per cent (40%) of the said cus
tomer’s water bill. The maxi
mum of such charge for resi
dential customers within the
corporate limits not to exceed
$3.00 per customer per month.
OUTSIDE RESIDENTIAL
CUSTOMERS
For sewer service outside the
corporate limits the City shall
charge residential users of such
sewer service who have water
service with the City a month
ly service charge based on for
ty percent (40%) of said cus
tomer’s water bill. The maxi
mum of such charge for resi
dential customers outside the
corporate limits not to exceed
$4.60 per customer per
month.
For residential sewer ser
vices outside the corporate lim
its who do not have water ser
vice- with the City the fee
shall be $48.00 per year and
must be paid in advance for
one (1) year.
For outside sever taps add
$100.00 per tap to inside tap
fees.

LCW ENTERTAINS
FELLOWSHIP
The Lutheran Church Wo
men of the Church of The
Redeemer entertained the Gold- ,
en Age Fellowship at the par
ish house December 21. Two
new members and five visitors
were welcomed.
After Mrs. Fred Hayes wel
comed guests. Mrs. F. G. Hart
ley led the devotions. She read
a prayer, “Giver of All Good
Gifts.” She then read the
Christmas story from the sec
ond chapter of Luke. This was
followed with a story by D. L.
Moody which told of the peo
ple watching for the coming
of the Christ child. A prayer
followed.
Favors, a space walking dog,
were presented each lady by
Mrs. E. E. Eurey.
For recreation, Mrs. Gerald
Paysinger led the group in a
contest for the missing word
or words in the title of Christ
mas carols. Mrs. Eurey won
the prize.
Miss Margaret Paysinger read
several poems and short stor
ies. A Christmas carol was
sung alter each selection was
read .
The group was then shown
into the dining room where a
beautifully decorated table
was laden with all kinds of
pretty cookies and sandwiches.
After the ladies were served
each of these, they were served
punch by Mrs. H. A. McCul
lough.
The group expressed appre
ciation to the LCW for a very
pleasant and interesting meet
ing.
Each lady was given a dainty
little hand-made bookmark as
a souvenir of the meeting.

dents on advanced planning,
design and location, bridge
design and bridge construction.
