This certificate and peti tion requests the order of an Elec tion for annexation of the land described below to the City of Newberry., Pursuant to the provisions of Section 47-14 of the Code of Law* of South Carolina of 1952, an elec boundary of Kinard Street Exten-| sion across U. S. Highway No. 76 ( and continuing along the north western boundary of the right of way of Kinard Street Extension to a point forty (40’) feet on said northv T estern boundary of Kinard Street extension forty (40’) feet from the center of a creek which is a fork of North Scotts Creek; thence on a line west and south west along a line parallel to said creek and always forty (40’) feet from the center line of said fork of said Scotts Creek to a point at the City Limits of the City of Newberry forty (40’) feet north west of the center line of said creek; thence, southwestward along the present city limits of the City of Newberry to the point - tion is ordered to be held on Ap- Q f beginning. Property more fully ril 10, 1962, according to the laws governing general elections in South Carolina with the polls be ing opened at 8:00 a. m. and clos ed at 6:00 p. m. for the purpose of determining whether the fol lowing described territory should be annexed to the City of Newber ry, to-wit: All that piece, parcel or tract of land situate in the County of Newberry, State of South Caro lina, lying immediately adjacent to the City Limits of the City of Newberry, South Carolina, and being described as follows: Be ginning at a point located at the southern most boundaiy of the right of way of East Main Street at the City Limits of the City of Newberry, South Carolina, and running along the southern most boundary of the right of way of Main Street across U. S. Highway No. 76 for a distance of two hund red (200’) feet east of the eastern boundary of U. S. Highway 76 on the southern most boundary of the right of way of Main Street ex tension; thence northwestward along a line parallel to the north eastern right of way of U. S. Highway No. 76, said parallel line always being two hundred <200’) feet northeast of the north eastern right of way of U. S. Highway No. 76, to an extension of Kinard Street to a point ap proximately two hundred (200’) feet along the said extension of Kinard Street to the northwest right of way of said extension of Kinard Street, thence southwest- ward along the northwestern described by a survey made on February 28, 1962, and recorded in the Clerk of Courts Office for Newberry County on March 5, 1962, in Plat Book R at page 141. Also, a copy of this plat is posted in the offices of the City Clerk and Treasurer, Newberry, South Carolina. Council The Annual Spring Meeting of the Newberry County Home Dem onstration Council was held at Speers Street School Wednesday with Tranwood HD Club as hos tess. Mrs. Everette Lake, council president, presided over the meet ing attended by 93 club members representing all 14 clubs and 11 visitors. After the call to order, the group joined in the Pledge to the Flag led by Mrs. Richard Eaves. The inspiring devotional based on “Love” and stressing love thy neighbor as thyself was given by Mrs. E. W. Sheeley, County Fam-» ily Life Chairman. Mrs. Henley Davenport, presi dent of the hostess club, gave the welcome. The program was highlighted by a fashion show. Hi Suber, died at a Local medical center Tues day morning . following several years of. illness: k ' She was a life-long resident of Whitmire and a daughtei of the late David R. and Sallie Whit mire Phifer. She was a descend ant of Frederick Whitmire, a pi oneer settler and Revolutionary War soldier from whom the town of Whitmire got its name. She was the oldest member of Whit- ferson and Katherine Jefferson Darby. Prior to his retirement, he was employed by the Republic Mills. He was a member of Epting Memorial Methodist Church. Briggs, son of Mrs. Abram J. Briggs a id the late Mr. Briggs of Newberry. Miss Wood was graduated from Jenkins High School, and was runner-up for Miss Sequoia her senior year. She is a music major in her junior year at Newberry College. Mr. Briggs was graduated from Newberry High School, and is a student of commerce and personnel management at Newberry College. He was formerly an announcer for station WKDK in New berry, and is engaged in advertising photography. He is the grand son of Mrs. William C. Blount and the late Rev. Blount of Mar shall, N. C. To vote in this election the vo ter must be a qualified elector presenting a valid registration cer tificate bearing a date not ear lier than January 1, 1948, nor la ter than thirty (30) days prior to the election, and must be a resi dent of the City of Newberry or the territory described in this an nexation election notice. The Managers shall administer to each person offering to vote oath that he is qualified to vote at this election, according to the Constitution of this State, and that he has not voted during this election. The Managers have the power to fill a vacancy, and if none of the Managers attend, the citizens can appoint from among the quali fied voters, the Managers, who, after being duly sworn can con duct the election. Mrs. Rarrier Died Saturday Mrs. Anna L. Fulmer Barrier, 82, died Saturday afternoon at the Baptist Hospital in Columbia. She had been in ill health for a number of years but was seriously ill for the past five days. Mrs. Barrier was born and rear ed in Little Mountain and was the daughter of the late Oliver P. and Mary Monts Fulmer. She was a member of Holy Trinity Luth eran Church and the Ladies Sun day School Class. Mrs. Barrier is survived by her husband, Clarence G. Barrier, Little Mountain; one son, Clar ence Y. Barrier, Charleston; one granddaughter, Mrs. Anna Bar rier Harris; and one great-grand child. Tracy Elizabeth Harris, both of Charleston. Par rott. Cole Wessinger Died; Thursday Cole Sligh Wessinger, 73, Rt. 3, Prosperity, died Thursday after noon at the Newberry County Me morial Hospital after five weeks critical illness. Mr. Wessinger was born in Newberry County, a son of Silas Walter and Mary Kinard Wessing er. He spent most of his life in Prosperity, where he was a mem ber of Grace Lutheran Caurch. He was co-operator with his brothers in the Prosperity Ice Plant and farm. He was 4 member of Pros perity Lodge 115 AFM and a member of the order of the East ern Star. He was married to the late Julia Richardson Wessinger, who died in October, 1961. He is survived by three broth ers, Oscar E. Wessinger, and Wilbur E. Wessinger, both of Prosperity, and Voight E. We.o- singer, of Leesville; and a num ber of nieces and nephews. Funeral services were conduct ed at 4 p.m. Friday at Grace Luth eran Church in Prosperity by Rev. Dr. Ben M. Clark. Burial was in Newberry Memorial Gardens. Active pallbearers were Dr. John E. Wessinger, Dr. Carl Wes- singer, A. Z. Wessinger, Frank Smith, Charles Smith, Jackie Richardson and J. H. Richardson Jr. At the close of the election the Managers and Clerks must pro ceed publicly to open the ballot box and count the ballots therein, and continue without adjournment until the same is completed, and make a statement of the results for each annexation election, and sign the same. Within three days thereafter the Chairman of the Managers, or some one designated by the Managers, must deliver to the Commissioners of Election the poll list, the box containing the ballots and written statements of the results of the election.
