AFTER COLLAPSE of the
Summit Conference, I refrain
ed from criticizing President
Eisenhower because I felt it
would weaken our position.
However, it was expected the
Administration would take
steps to strengthen our posi
tion. Instead, we have drifted
even more. The Administra
tion has failf'd to act con
structively aii^ the crisis has
deepened.
THE LATEST substantia
tion of the failure of our
foreign policy is the cancel
lation of President Eisen
hower’s visit to Japan, caus
ed by the unhalted rioting
of radical leftwing mobs led
by Communists. These un-
■ tamed mobs, having tasted
blood, I fear will not di
minish in their disorders but
will now attempt to over
throw the present Democ
racy in Japan. If this hap
pens, then Japan ^will be
starting down the road Ger
many followed after World
War I when Hitler led a
frenzied, radical crowd and
overthrew the German De
mocracy. She will fall into
the Communist camp and, I
fear, relish an opportunity
to seek revenge upon us.
WE KNOW COMMUNISTS
axe to blame for the rioting
and other unrest in the world
today. But to sit back and
just blame them without doing
anything about it is “drifting”
in the worst sense.
THE UNITED STATES
has invested millions reha
bilitating Japan’s industries
which are now competing
with'our industries to such
an extent that our people
are being put out of work
and some industries are
going out of business. For
eign aid has become a for
eign curse. The Administra
tion has failed bitterly in its
foreign affairs.
IF THE SITUATION in
Japan were an isolated case
it would not be alarming.
Japan is merely a reflection of
what we find all over the
world. Everywhere Commu
nists are taking over radical
groups and leftwing organiza
tions and are leadipg mobs to
embarass or to actually over
throw friendly governments
which we were supposedly
■strengthening with our foreign
aid and “mutual security”
pacts during the past 15 years.
Cuba is an example of what
our drifting foreign policies
have brought about.

THE CASTRO REGIME
in Cuba has gone Commu
nistic. Cuba has seized over
$300 million worth of Amer
ican properties and threat
ens to seize $500 million
more. Yet, in face of this,
the Administration continues
to pay Cuba $128 million a
year in sugar subsidies.
Cuba is now a springboard
of Communist propaganda
aimed at driving us out of
the Panama Canal and the
rest of Latin America. Rus
sian advisers are in Cuba
building military installa
tions and Cuba is reportedly
seeking nuclear arms from
the Soviets.
THE PRESENT ADMINIS
TRATION has done nothing
to reverse the trend. Our Cen
tral Intelligence Agency failed
to warn of Red influence in
the Castro regime and to the
contrary ridiculed warnings I
issued as a Member of the
Senate Internal Security Com
mittee that Communism was
establishing a beachhead here.
I BELIEVE WE must do
tie following things if we
are to survive:
(1) Redefine and expand our
1823 Monroe Doctrine to in
clude protection of Western
Hemisphere nations against
infiltration from International
Communism by whatever man
ner, shape or form it may take.
(2) Tell Cuba we no longer
consider it anything more than
a Communist tool and lay
down the law to Castro that
if he attempts aggression
against any other nation that
we will move in with force to
stop him. We should halt the
purchase of Cuban sugar until
Castro reverses his policies.
(3) Halt foreign aid to all
countries who do not take ag
gressive steps to oust Commu
nist activities within their
borders, such as in the case of
Japan. We should also begin
curtailing foreign aid to all
nations. It is time they stood
on their own two feet. The
tax burden of carrying them
is intolerable.
(4) Stop trying to buy
friends and demand that re
ciprocal trade agreements be
reciprocal in order to stop the
flow of dollars abroad.
(5) Declare to International
Communism in aggressive and
clear tones that we will stop
it at all costs if it does not
stay in its own back yard.
Only after these things have
been done do I believe we can
obtain a just and lasting peace.
As long as present policies
tolerate retrenchment and bul
lying, Russia will continue to
advance and push us around,
either with military force or
through infiltration and revo
lution, and the rest of the
world will continue to play us
for suckers.

^pageantry. Many Americans associate the city with the Naval
Air Station—the “Annapolis cf the Air.” Others remember the
“Fiesta of the Five Flags,” one of the leading summer attractions
of the south coast.

Pensacola Bay, deepest and
largest natural harbor on the
Gulf Coast, has recorded a color
ful history since four centuries
ago when Spanish explorers first
arrived. An unsuccessful attempt
at colonization was made here
before the founding of St. Augus
tine, first permanent settlement
in what is now the continental
United States. Don Tristan de
Lima landed successfully, but a
icce
hurricane wrecked his ships and
destroyed his supplies before he
got them ashore. Gen. Andres de
Arriola, first governor of Pen
sacola, built Fort San Carlos,
in 1699, to protect the entrance
to Pensacola Bay. French forces
from Mobile reduced the fort in
1719, but Spain again gained pos
session in 1723. During the wars
between France, Spain and
England, the fort changed hands
many times. The'treaty of Paris,
ending the Seven Years War,
gave all Florida to Fogland and

French flags, Pensacola now was
under its third, in 1763. Spain re>
captured Pensacola during the
American Revolution. In 1821,
following a treaty between the
United States and Spain, Andrew
Jackson was appointed provi-
visionai governor and Pensacola
flew its fourth flag—the stars
and stripes. The fifth flajr, the
Confederate, flew after January
10, 1861, when Florida seceded
from the Union.
Today, the white sands and the
blue waters of the changeless
Gulf invite tourists to Pensacola.
The city lives by and from the
sea, with commercial fishing an
important segment of local econ
omy. But here, too, is industry,
producing chemicals, insulating
materials, paper materials, tin-
porting and processing rare
woods from Honduras and Cen
tral America.
