Recently Rep. H. R. Gross
expressed wonderment that the
government, despite all .that
has been said about minimizing
the Russian effort to wage
war, was permitting American
“know-how” to be used in build
ing a tire making plant in Rus-
s i a, with
several more
projected.

Commerce
secretary for
international
affairs, was
quick to point
ont that there C. W. Hsrdsr
existed a substantial error in
what the public had been told
about this deal.

Back in about 1957, the Com
merce Dept, denied permission
for American firms to bid on
the basis processes incorporat
ed some techniques peculiarly
American in development, and
thus Russia should not have
them from an-/ American.

And so the U. S. Dept, of
(Jornmercew with righteousness
and presumably high moral
principle, took this stand, to bet
terment of American defense.

However, subsequent devel
opments have tended to inject
rather brutal inquiry of “just
who thinks they’re kidding
yirho?”

The Russians are getting their
plant built, and plan on build
ing several more. Mr. Kearns
takes position British hold the
construction contracts.

But in the next breath he lets
it be known these British firms
are affiliates of U. S. firms.

This 'then, develops into a
cosy little situation^ American
firms are told at one time they
cannot bid pn these contracts
on the bapis that this would
aid the Russian potential to
wage war. At the same time,
this edict quite efficiently rules
out possibility of any indepen
dent U. S. enterprise from hav
ing a go at this job.

Now leaving aside the ques
tion of whether it is quite prop
er for the British, recipients of
so much of U. S. foreign give
away billions, to profit by this
opportunity that also helps the
Russian military strength, there
does seem to be a major ques
tion here between Tweedledee
and Tweedledum.

If an independent American
firm is not big enough to have
foreign connections, then it
should stay out of Russia as
that would surely help the Rus
sian arms program.

But on the other hand, if the
American firm is a big enough
monopoly in its field, and has
foreign connections, then it is
quite proper to proceed with
its British affiliates. And as long
as the American corporation
has this foreign line-up, pre
sumably anything -so done to
build plants in Russia will be of
no use whatsoever ih building
Russian fighting strength.

It is wondered if Rep. Gross
will be able to understand this
fine point of distinction.

This seems hardly likely.

In fact, there is often won
derment along Potomac as just
who many bureaucrats consid
er greatest enemy of the U. S.
. . . communism, or the Amer
ican free enterprise system.

T HE privately-owned shooting
preserve may be ccaning to
the forefront as ah excellent
means of relieving hunting “pres
sure” created by an expanding
population and decreasing hunting
acreages. There are today such
shooting preserves in 40 states,
which practically puts a • pre
serve within easy reaching dis
tance of every nimrod in the na
tion.
Most hunting preserves allow
shooting at one or more of these
favorite birds: pheasant, quail,
chukar partridge, mallard duck.
The birds, of course, are artifi
cially propagated and at maturity
are released, according to local
and federal regulations, to pro
vide hunting under natural con
ditions for those who would rather
pay a fee for the guarantee of
some action than spend hours
looking for unposted land to hunt
(and longer hours, probably,
finding game once they found
some open country).
Seasons vary at shooting pre
serves. Some of them begin in
September and October and con
tinue through March. Hunting li
censes are required in virtually
all instances,, but most states
have special non-residence li
censes which are relatively in
expensive.
Probably the biggest advantage
that shooting preserves offer is
the guarantee of something to
shoot. The average hunter in
many parts of the country has
seen many a day when he
tramped the woods and fields &
full day without firing more than
a shot or two. The sportsman who
(Zcesn’t get as much enjoyment
from being outdoorj as he does
in bringing home something in
his game bag is likely to get pret
ty unhappy after four or five
fruitless hunting trips.
