8? THE OLD TIMERS

about 58 years ago when we were
living on the shores of Long Lake,
north of Alpena.
My sister, younger brother and I
had to go two miles through thick
woods to get to school every day.
We often met bears and were
quite afraid of them. Our teacher
suggested that we always carry a
club with us.
One morning, each armed with
a stout club, we were on the way
to school when we encountered a
mother bear with two cubs, who
came directly toward us. We all
stood still and when she got close
to me, I hit her on the head with
my club. She turned on my sister
and then my younger brotherflhit
her on the head and then’the bear
turned on him, so I hit the animal
again.
Well sir, we kept that up for
about 10 minutes until the bear
finally fell dead.
Some time later Dad moved
across the lake, much nearer
another school and we did not
have so far to go. I can remem-,
ber that the teacher was paid $30
and she gave me $1 a month for
fall and winter to start a fire in
the school stove every morning
Q Can yon tell me npon what authority or fine of reasoning a witness
before a legally constituted Congressional Committee can refuse to
answer questions by pleading protection of the 1st, 2nd, 3rd, 4th
and 5th articles of the constitution? Also do not these committees
have the power to investigate?
A—We can only answer this question by inference. The First Article
gives Congress, only legislative powers. With this legislative power
also comes the power to investigate with legislative intent, that is
to investigate sufficiently to find cause or reason to enact legisla
tion. There is a decided difference of opinion as to how far a com-
’ mittee of Congress may go in such an investigation. Some eminent
legal authorities hold that this power does not go to the extent of a
committee setting itself up as a Federal grand jury in criminal
actions. The Second Article vests all power to enforce the laws
in the executive department ot the government by declaring '
that: “he (president) shall taka care that the laws be faithfully
executed.” The Third Article fixes all judicial power in one
Supreme Court” and in such inferior courts as the Congress may
from time to time ordain and establish.” The Fourth Article con
tains regulations for search and seizure “of persons, houses,
papers and effects” and upon “probably cause supported by oath
or affirmation.” The Fifth Article says that “no person shall be
held to answer for a capital or other infamous crime unless on
presentment of an indictment of a Grand Jury ... nor shall he
be compelled in any criminal case to be a witness against himself.
q Are there more women than men in the United States and what
percentage of each are married?
A The 1950 census gives males over 14 years old as 55,311,617; and
females over 14, as 57,042,417. Unmarried men totalled 14^18,079;
unmarried women, 11,454,266; widowed or divorced men, 3,393,-
921; widowed or divorced women, 8,084,315.
