FOOLING NOBODY
Reliable reports Indicate that
only minor cuts are to be made
in nonmilitary government spend*
ing. Departments and agencies
are busy trying to “save” pet
projects. The ultimate in farci
cal gestures has come from the
Department of the Interior which
has issued rules for “volun
tary’’ cutting / back of all nonde
fense projects as soon as possi
ble. Construction will be stop
ped for the current fiscal year,
says the Secretary of the In
terior except the following: (1)
projects involving substantial
electric power development; (2)
municipal and industrial water
supplies, except irrigation work
which can be completed by July
1, 1952; (3) projects which sub
stantially contribute to food pro
duction and for which funds are
available; (4) investigations, op
eration and maintenance pro
grams.
Critics have pointed out that
the above self-imposed rules,
liberally interpreted, would have
slight effect on the scale and ex
pense of the Department of In
terior’s construction activities.
And it is a safe bet that if
given enough rope the Depart
ment will interpert the rules
liberally, since it has been the
chief protagonist of nationaliza
tion of the electric industry un
der any guise that comes in
handy. At present the public
power spokesmen are claiming
the war emergency ^s an excuse
for going ahead with plans to
spend billions of tax dollars for
unnecessary construction of Fed
eral electric generating and dis
tribution systems, regardless of
the fact that the most efficient
electric industry in the world,
owned and run by private citi
zens. has demonstrated that it
is more than able to meet the
country’s requirements, and pay
heavy taxes in addition.

Proposed School Reorganization Plan
Recommendation* for radi
cal changes in the set-up of
Newberry county schools are
to be found in the following
committee report which .is
to b* voted upon this fall.
Every taxpayer should give
careful study to the report
for it is far-reaching and
vests much authority in few
hands. This newspaper is
opposed to much of the plan
and will have more to say
about it nearer election time.
Emphasis has too long been
upon the physical aspects
of the county schools. . Re
organization needs to take
place INSIDE the plants we
now have so that boys and
girls graduating from high
school will at least know
how to spell common words
and do common examples in
mathematics.
Pursuant to a Joint Resolu
tion, Calendar No. H. 2060, the
Newberry County Board of Edu
cation appointed the undersigned
as the County School District
Reorganization Committee “To
make a study of the present di
vision of the county into school
districts,... ;” “To formulate a
plan for the consolidation and
reorganization of existing school
districts, ...; ” and “To recom
mend to the County Board of Ed
ucation and the Legislative Dele
gation such repeal, revision, or
addition to the present school
laws as would,..., improve the
public school system of New
berry County.”
Grateful acknowledgement is
hereby made of the cooperation
of local and county school author
ities. Especially do we commend
the generous and efficient as
sistance of the County Superin
tendent of Education, and his
staff.
The Committee will hold pub-
lice community meetings and use
such other means as it considers
will be effective in bringing be
fore the citizens of the county
its recommendations, and the
problems and needs they are de
signed to remedy and to meet.
This will be done after the pro
posed plans have been submitted
to the County Board of Educa
tion, which will in turn submit
them together with its recom
mendations to the Legislative
Delegation of Newberry Coun
ty. Presentations to the pub-
lice will be appropriately timed,
before the holding of the General
Election.
Under the restriction imposed
by a Joint Resolution, Section 2,
(b) lines 17, 18, and 19 which
reads, “Provided .further that
thjere shall be no recommenda
tion for the reduction of the
number of high schools now op
erating in the county,’* the com
mittee recommends that that pre
sent number of school districts in
Newberry County be reduced to
seven (7), which shall include,
as nearly as possible, the areas
now being served by the re
spective high schools. In dis
tricts being served by two high
school districts, a suggested di
viding line has been dawn more
or less in keeping - with the pre
sent service. The districts not
being served by any of the seven
high school districts have been
included in what is considered
the most logical high school
area. A map showing these reco-
mendations is attached. The
proposed seven (7) school dis
tricts would comprise the fol
lowing areas:
Newberry District No. 1
Newberry, Helena, Beth Eden,
Mt. Bethel Garmany, and por
tions of Hartford Long Lane,
Johnston St. Phillips, and Jalapa.
Whitmire District No. 2
Whitmire, Mollohon, Trilby,
McCullough, Maybinton and a
portion of Long Lane.
Prosperity District No. 3
Prosperity O’Neall, Stoney Hill,
Fairview, Union and portions of
Hartford, Johnston, Jolly Street
and Midway.

However, from its study the
Committee concluded that further
consolidation would not be only
financially sound and education
ally advantageous, but also de
cidedly to the best interest of the
children of the county. It there
fore suggests that further con
solidation be undertaken as soon
as practicable.
The Committee ' recommends
the following plan of administra
tion, and of finance which it
believes will greatly improve the
public school system of New
berry County:
Administration
Section 1: Newberry County
Board of Education-election-terms
—The Central authority of New
berry County’s public educational
system shall be a Newberry
County Board of Education com
posed of seven members. These
members shall be citizens of
said county and shall be elected
as follows:
One to be elected by each
school district in the county.
The selection of the members#
of said Board as above provided
sahll be certified to the Secre
tary of State and he shall there
upon issue a commission to the
person so selected.
The terms of office of the
members of said Board shall be
gin on July first (1) following
the General Election, and shall
be four (4) years, except the in
itial terms of the members of
said Board shall be four years,
and three for two years, and
these terms shall be determined
by casting of lots, this being
done to secure a staggered term
which will allow a change of
membership within the Board
every two years. The commis
sion issued by the Secretary of
State to the initial members of
said Board shall designate the
terms of office of the mem
bers commissioned.
No member of the Board of
Education shall serve as a dis
trict trustee.
Sec. 2: Duties and powers:—*
The Newberry County Board ojt
Education shall have the follow*
ing duties and powers relative to
the public schools in said coun
ty:
(1) Employ^ a Superintendent
of Education who has not less
than • the following minimum
qualifications:
(a) That the person so select
ed shall be a college graduate;
(b) Shall have not less than
ten years experience in public
school work;
(c) Any other qualifications
which the County Board from
time to time may deem neces
sary.
(2) Employ all other persom
el, upon the nomination of the
Superintendent, necessary for
the efficient operation of the
County Superintendent’s office,
except as otherwise specified in
this Act.
(3) In anticipation of expected
revenue, issue short-term notes,
when required in order to meet
any county wide educational
needs upon approval of County
Delegation.
(4) Determine and evaluate the
educational program.
(5) Contract for services,
equipment, and supplies within
budgetary limitations.
(6) Shall purchase all school
buses and any major units need*
ed for the maintenance of an ef
ficient system of transportation;
these purchases to be paid for by
the respective school districts, t?
(7) Cause regular audits to be
made and publish annual and
4-special reports.
(8) Keep an accurate record of
board proceedings.
(9) Direct a continuing school
census and enforce the State
Compulsory Attendance Act.
(10) Maintain such supervision
as may be required to insure that
the minimum curriculum require
ments, as established by the
State Board of Education, shall
be complied with in all schools
of the County, and that, as rapid
ly as conditions make it pos
sible, no teacher shall be requir
ed to teach more than one grade
in an elementary school.
(11) Shall have the right to
set up minimum standards for
teachers in accordance with State
Certification regulations, and to
establish a minimum uniform
supplement to teachers salaries.
(12) Appoint the local trustees
of the various school districts as
specified In Section 6 (below).
(13) Fix the dates of the
school term to coincide with
State requirements.
(14) Arrange within the Coun
ty and with adjoining Counties
for inter-change of pupils of edu
cational services.
(15) Adopt budgets and budget
ary controls and set tax levie on
a county-wide basis sufficient to
meet the educational needs of
Newberry County upon the ap
proval of County Delegation.
Sec. 3: Board-election-vacancy:
—The County Board of Elections
[ shall provide for the holding of
an election for the purpose of
electing one Board of Education
member from each school dis
trict. After the initial election,
to be held prior to July first (1),
1951, these elections shall be
held at the time and place of the
General Election in order to
avoid incurring additional ex
pense. The rules of the General
Election shall apply except as
otherwise specified by these rec-
commendations.
In the event of a vacancy on
the County Board, the trustees of
the district, in which the vacancy
occurs, shall appoint a' successor
to fill out the unexpired term.
Sec. 4: Board-meetings-officers-
pay-expenses:—The County Board
of Education shall at its initial
meeting elect one of its members
as chairman and another as vice
chairman and thereafter the an
nual election shall be held at
the July meeting. The Board
shall hold a regular meeting at
least monthly thereafter and
special meetings as necessary.
All regular meetings shall be
open to the public. Members of
the Board shall be paid at the
rate of $5.00 per meeting and re
imbursed for necessary travel at
the same rate paid to other em
ployees of the county. However,
no absent members shall be paid.
Sec. 5: Superintendent of Edu
cation:—The tenure of the New
berry CounLy Superintendent
shall be for one year and the
election shall be held at the De
cember meeting: Provided, How
ever, that the present County
Superintendent of Education is
hereby appointed to complete his
unexpired term in office.
The Newberry County Superin
tendent of Education shall be the
Superintendent of the Newberry
County Board of Education.
He shall develop a, guidance
and instructional program, and
exercise such other powers as
are necessary for the admini
stration of all the rfsponsibilities
belonging to the County Board of
Education.
Sec. 6: Trustees-appoinment-
term:—It shall be the duty of the
Newberry County Board of Edu
cation to appoint five (5) local
Trustees for each school district,
upon the nomination of the
Board member from that parti
cular district, except in the event
of an election, as now provided
by law.
These Trustees shall serve for
a term of three (3) years. Two
for three (3) years and three tem
two (2) years, and these terms
shall be determined by casting of
lots, this being done to secure a
staggered term which will allow
a change within the Board of
Trustees every two years. The
Commission issued by the Coun
ty Board of Education to the
initial members shall designate
the terms of office. No trustee
shall be allowed to succeed him
self until the expiration of at
least one (1) year.
Terms of • office of said Trus
tees shall be arranged so as to
expire on January (1) of given
years, in order that election of
Superintendents and Teachers
may be made possible early in
the new year.
Sec. 7: District Trustees-Duties:'
—The district Trustees v shall
have the following duties and
powers relative to the public
schools in their district.
(It) Employ a Superintendent
of Schools for the district, who,
with the Trustees, will select
the faculty for all schools in
the district. Provided that, in
. the event a feeder school shall
be closed by decision of thq
district Trustees, any certified
teacher in the feeder school
shall be, if she so requests, in
corporated into the district
school system with the first
opening of a position for which
said teacher is qualified.
(2) Employ all other person
nel, upon the nomination of the
Superintendent, necessary for
the efficient operation of the
schools within the district.
(3) Adopt administrative poll-
des.
(4) Fix local supplements in
salaries.
(5) Plan and construct new
buildings.
(6) Issue bonds to construct
and repair buildings and pledge
capital outlay funds from state,
federal, and local tax sources
for their repayment as now
provided by law.
(7) Operate a' building main
tenance and repair program.
(8) Issue short-term notes In
anticipation of taxes and State
aid funds upon the approval of
the County Board and County
Delegation.
(9) Contract for services,
equipment, and supplies except
as otherwise herein provided.
(10) The Trustees shall be in
charge and have control of the
district transportation • system;
buses for which shall be owned
by the district.
(11) Cause regular audits to
be made and report same to
County Board of Education.
(12) Keep an accurate record
of Trustee meetings.
(13) Conduct surveys and upon
the results obtained reorganize
attendance areas, the curricu
lum, the supervisory program,
auxiliary services, or any part
of the education program as
may be necessary within the
district.
(14) Determine the additional
school levy over and above the
county-wide levy, to carry out
the necessary educational pro-

gram for that district.
Finance
1. That the County Board of
Education for • Newberry County
be authorized and directed to as
certain and determine commenc
ing with the first day of July,
1951 and at the end of each an
nual school term thereafter, in
Newberry County, the minimnm
costrequired for the efficient op
eration and maintenance of all
of the public schools of New
berry County, including, but not
confined to, teachers’ salaries,
transportation of pupils, adminis
trative expenses, and all other
necessary costs and expenses
thereof. In order to determine the
financial needs for a minimum
program in the public school
system of Newberry County after
taking into account State and
Federal aid funds to be received
for the aforesaid purposes.
2. That the Auditor of New
berry County shall levy a tax
upon all of the taxable property
of Newberry County sufficient
to meet the total minimum cost
to be paid by Newberry County
for operating the public school
system of Newberry County, as
determined and certified to him
by the County Board of Educa
tion for Newberry County upon
approval of the County Delega
tion and the Treasurer of New
berry County shall collect said
tax, deposit the revenue there
from and p^y the same out, on
basis of average attendance of
all pupils.
3. That when the Board of
Trustees of any school district
of Newberry County determine
that the cost required for the
efficient district exceeds its pro
rata share of the over-all mini
mum cost of operating the coun
ty-wide school system, it shall
report to the County Board o
Education of Newberry County
the additional special tax which
in its opinion, is necessary for
such purpose, and upon the Coun
ty Board of Education approv-i
ing the same, it shall certify the
same to the Auditor of Newberry
tax upon all of the taxable prop-
County who shall levy a special
tnt upon all of the taxable prop
erty in any such school district
for the purpose of making up
said deficiency and it shall be
the duty of the Treasurer of
Newberry County to collect said
special tax, deposit the same to
the credit of the school district
in which the same is collected,
and to pay out same in the man
ner now provided by law.
4. That it shall be the duty of
the County Board of Education of
Newberry County to examine In
to and determine each year the
per pupil costs of the total esti
mated costs of operating the
school system of Newberry Coun
ty on the basis of average at
tendance in each school district
in the County, and to credit to
each of said school districts an
amount equal to the aggregate
per pupil costs of the average
attendance therein for the pre
ceding scholastic year; and in ad
dition to said per pupil costs,
there shall be credited to eash
of said school districts the fur
ther sum of ten (10i%) per cent
of the aggregate amount of said
per pupil costs to cover admini
strative and or Incidental ex
penditures therein.
5. Each newly created school
district shall assume the bonded
indebtedness within its boundary
ies.

Oscar Turner 40, died late
Wednesday night of last week
at the Newberry Memorial Hos
pital, after several months ill
ness.
Mr. Turner was born and rear
ed in Saluda County and was
the son of the late Aruthur and
Sara Jane Rowe Turner.
Funeral services were held
Friday at 4 p.m. at Emory Chapel
Methodist Church with Rev. C.
F. DuBose, Jr., in charge as
sisted by Rev. Y. Z. Gorday and
Rev. Zeb D. Smith. Interment

followed in the church cemetery.
He is survived by the follow
ing brothers and sisters: Pink
Turner, Colie Turner, Eugene
Turner, A. C- Turner, Robert
Turner of Saluda, Miss Emmie
Turner, Miss Ethel Turner and
Mrs. Arthur Roberts of New
berry. A number of other rela
tives also survive.
Albert Ringer left Tuesday for
Clemson College where he will be
a member of the Junior clase, al
so a member of the R.O.T.C. with
the rating of sergeant.

day, September 9th for a physi

James, a World War II veter

reserve corps. He served 18
months, with one year overseas
service in Japan with the Quart

Disregarding orders, girl
friends of the Marines pushed to
the sides of the cars and a
husky Marine reached out a win
dow and hoisted a girl for a
final kiss through the car win
dow.
One of his buddies tried to do
the same, but his tugging and
straining failed to raise his girl
to kissing level as his mates
hooted and howled.
Without a word, a Marine of
ficer placed a train step under
the window.
