We have completed an audit of the books and records of the
City of Newberry, South Carolina, for 'the last six months of its
fiscal year ended September 30, 1949, and have filed with the
officers of the City our report thereon. The foregoing is a sum
mary of receipts and disDursements for the fiscal year, embrac
ing transactions for the last half of the year audited by us, and
those for the first half of the year, which were audited by other
Certified Public Accountants.
In connection with our work, we verified and supervised the
transfer of funds and uncollected taxes from Mr. D. L. Nance,
your former City Clerk and Treasurer, to Mrs. Aline L. Sweeney,
Acting Clerk and Treasurer, effective October 1, 1949.
An audit of the Commissioners of Public Works, the Firemen’s
Fund and the Bond Commission has been completed as of Sep
tember 30, 1949 and is on file in the City Manager’s office and
may be reviewed by any interested persons.
It has been necessary for the City of Newberry to borrow funds
for a short p>eriod of time and collect some taxes in advance for
operating purposes. This policy has been in effect for approxi-j
mately the last ten years. We present a tabulation of estimated
current borrowings and the taxes discounted for the three years
ending September 30, 1949:
