Let the Voters Talk And it was the same way when Mr. Hare discovered he had oppo sition this year. Other members of congress with opposition seized oi« every newspaperman who came by and issued statements for this ana against that: Anything to hit the headlines on the popular side of « vital issue. Not Hare. Said he: “I will let the voters do the talk ing.” For Butler Hare, that had seemed until this summer to be a good thing to do. He has served eight terms in congress, and the only reason he hasn’t served more is that he voluntarily withdrew for six years to attend to the practice of law in Saluda. Defeated for renomi nation, he will return to his law practice there. One of the best educated men in congress, and probably its top-flight student of history, Mr. Hare has had a varied career—and when one realizes that most of his career was in connection with federal govern ment, it becomes all the more re markable for its variety. Born on an Edgefield county farm, Mr. Hare had gone to the rural schools in that county and, having tasted education wanted more of it. As a young man, he won his bachelor of arts degree at Newberry college at the turn of the century, and when he came to Washington, he decided he’d like to go further. After serving the Crofts as their secretary, he went back to South Carolina, as a college professor, rather than student, and for the next three years taught history and economcis at Leesville college. Then he returned to Washington, as a special investigator for the depart ment of commerce in connection with the problems of woman and child labor—but arranged to attend George Washington university at night, winning his master’s degree By this time he had been ap pointed editor of the agriculture department’s journal, Rural Eco nomics, and he held this job for three years, while continuing to go to school at night. This time it was at Georgetown university, where he won a law degree. His three earned degrees, with a honor ary degree from Newberry college, of which he also is a trustee, gives him an impressive string of initials after his name, which reads thus - Butler B. Hare, M. C., A. B., M. A., LL. D., LL. B. His law degree in his pocket, Mr. Hare returned to South Carolina and set up in the practice of law at Saluda. He did not, however, give up his federal connections, and for 10 years he mixed law with statistics—as a statistician in Soutn Carolina for the federal agriculture department. In addition to law and statistics, he found time, too, for finance—and became vice president of the Farmers Bank of Saluda, and somewhere he found time to estab lish and operate a prosperous farm. Meanwhile, he had married the former Miss Kate Etheridge, ana they now have two children, Robert Hayne and James Butler Hare— and he had also found time for <t little politics. The latter, in 1925, resulted in his election to congress, in his first political effort, and he remained in congress as represen tative from the Second district until 1933, when the state was redis tricted. He retired at that time, but reurned in 1939 as representative from the Third. From the governmental stand point, Butler Hare seems to be proudest of being the father of the first federal government plan for farm credit—he prepared a plan for rural credits which was pub lished way back during the 63rd congress as a senate document—and of his authorship of the Produce Agency act and co-authoriship oi the first Philippine Independence act.
