NOTICE OF ELECTION
STATE OF SOUTH CAROLINA,
COUNTY OF NEWBERRY.
Notice is hereby given that the
General Election for State and
County Officers will be held at the
voting precincts fixed by law in the
County aforesaid on Tuesday, Nov
ember 7, 1944, said day being Tues
day following the first Monday, as
prescribed by the State Constitution.
The qualifications for suffrage are
as follows:
Residence in the State for two
years, in the County one year, in the
polling precinct in which the elector
offers to vote, four months, and the
payment thirty days before any
election of any poll tax then due and
payable. Provided that ministers in
charge of an organized church and
teachers of public schools, shall be
entitled to vote after six months
residence in the State, otherwise
qualified.
Managers of election shall require
of every elector offering to vote at
any election, before allowing him to
vote, the production of his registrar
tion certificate and proof of the
payment thirty days before any elec
tion of any poll tax then due and
payable. The production of a cer
tificate or of the receipt of the of
ficer authorized to collect soich
taxes, shall be conclusive proof of
the payment thereof. .
Before the hour fixed for opening
the polls Managers and Clerks must
take and subscribe to the constitu
tional oath. The chairman of the
Board of Managers can administer
the oath to the other Managers and
to the Clerk; a notary Public must
administer the oath to the Chairman.
The Managers elect their Chairman
and Clerk.
The polls shall be opened at such
voting places as shall be designated
at 8 o’clock in the forenoon, and
close at 4 o’clock in the afternoon of
the day of election, except in the
City of Charleston, where the polls
shall be opened at 7 o’clock in the
forenoon, and in the Cities of
Charleston and Columbia where the
closing hours shall be 6 o’clock in
the afternoon, and -shall be' held open
during these hours without intermis
sion or adjournment; and the Man
agers shall administer to each per
son offering to vote oath that he is
qualified to vote at this election, ac
cording to the Constitution of this
State, and that he has not voted dur
ing this election.
The Managers have the power to
fill a vacancy, and if none of the
Managers attend, the citizens can
appoint from among the qualified
voters, the Managers, who, after
'being duly sworn, can conduct the
ele.-tion.
At the close of the election the
Managers and Clerk must proceed
publicly to open the ballot box and
Count the ballots therein, and con
tinue without adjourment until the
same ia completed, and make a
statement of the results for each of
fice, and sign the same. Within
three days thereafter the Chair
man of the Board, or some one
designated by the Board, must de
liver to the Commissioners of Elec
tion the poll list, the box containing
the ballots and written statements
of the results of the election.
At the said election qualified elec
tors will vote upon the adoption or 1
rejection of amendments to the ,
State Constitution, as provided in ;

thereof, which reads as follows:
“The General Assembly shall provide
by law for the regulation of party
primary elections and punishing
fraud at the same.”

the streets and levy of a portion 61

The Newberry Business and Pro
fessional Women’s Club attended the
celebration of the twenty-fifth anni-
vetrsary of the organization held in
Columbia, October 14th and 15th.
At the board meeting on Saturday
afternoon the Rev. Maxcy Collins
gave a summary of some of the
Economic plans for South Carolina
by the Preparedness for Peace Com
mission. He appealed to the clubs to
study the plans and form an opinion
as tp the worth of the Commission.
The local club was signally honor
ed when their president Mrs. Mat-
tie G. Smith, was first on the pro
gram at the Banquet and read the
Collect for the members. Also out
of over two hundred present, Mrs.
J. P. Moon was one of those chosen
to put on a skit, satirizing the fash
ions from 1919 to 1944. Although
| the Banquet Program was unusually

They are: Charles Henry Carlisle,

Rowesville; Dprothy Elizabeth Ross,
Newberry; Margaret Elizabeth
