LEAQUE BEAUTIFICATION
PROJECT EXTENDED
Furthering its major objective of
city beautification, the Civic League
has just finished planting 1000 pounds
of Italian rye grass seed at the Mar
garet Hunter park, the new court
house grounds, old court house
grounds, World War memorial
grounds, post office grounds, and the
hospital grounds.
Shrubs are being replaced in all
Civic League grounds and necesssary
cutting and trimming is being done.
The back of the new court house
grounds will be landscaped and plant
ed within a very short time. This
will add much to the beauty of the
annex recently completed.

COLLEGE SPEAKER
Dr. Charles E. Fritz, pastor of the
Luthertn church in Greensboro, N.
C., spoke to Newberry college stu
dents and faculty members Wednes
day morning at the chapel hour in
Holland hall.
Dr. Fritz, speaking on the value
of church college education, is spend
ing a while n this synod conducting
church counilman conferences.

Grand Jury
Presentment
Following is the presentment of the
grand jury at the term of court held
here last week:
All bills of indictments handed to
us by the Solicitor have been act<d
upon and our findings entered on
same.
At eahh term of Court we have had
a number of cases,, but we believe
that our County is wall taken of in
the way of law enforcement.
The audit of the County books are
not complete at this time though the
audit is being made. However the
part of the audit which has been done
shows a satisfactory condition.
The public buildings as a whole are
in good condition and kept satisfac
tory.
At the jail we recommend that thf
water pipe be installed so that the
waste can be flushed freely, also it
would be quite a safety to put fine
screens to prisoners quarters for
keeping anything harmful from being
passed to them.
• Chain gang and County home com
mittees of the Grand Jury do hereby
recommend the following things be j
done in order to improve the property
and make the place a more suitable
place to keep prisoners and the un
fortunates:
1st. We recommend that the use of
the present cages and stock-ades be
done away with and new barracks be
built of natural stone which is al
ready on the property.
2nd. We recommend the Guards of
the Chaing Gang be raised in salary
and pay for their keep instead of be
ing boarded by the County.
3rd. We recommend the house of the
caretaker be inspected for leaks and
the roof and same be repaired, also
floor one of the back rooms of said
4th. We recommend the County Com
missioners and the Supervisor provide
house.
the convicts with suitable jackets or
coats to keep them warm while riding
on an open truck.
5th. We also wish to commend the
caretaker, Mr. McCarley, for his
thorough management of the County
home and farm.
We commend the action of the Sup
erintendent 0 f Education who now has
liability insurance on all pupils haul
ed bj' school buses.
The road and bridge committee
wish to report that they have inspect
ed the roads in Newberry county and
found them to be in a fair condition
They recommend that considerable
work should be done to prepare these
roads for the winter months to come.
They have found some places that
need immediate work and especially a
section on the road from Whitmire
to the Brick House. They found that
the bridges in Newberry county are
not in good condition, especially the
newly constructed Bush River road
bridges and recommend that work be'
done immediately on same which are
in bad condition.
We wish to thank the Presiding
Judge, Solicitor, and all Court officials
for their courtesy snown us.
We recommend that the clerk re
ceive the usual fee.

AUTHORITY OF DEPUTIES
Vol. II Civil Code, Sheriff and His
Deputies, No. 3493. Authority.—The
said deputies shall have authority for
any suspeetdd freshly committed
crime, .whether upon view or upon
prompt information or complaint, to
arrest without warrent, and in pur
suit of the criminal or suspected
criminal, to enter house or break and
enter the same, whether in their own
county or in adjoining county, and
they shall have the right and auth
ority to summon the posse comitatus
to assist in enforcing the laws and
in art-esting violators or suspected
violators thereof; and any. citizen who
shall fail, to respond and render as
sistance when so summoned or called
upon shall be guilty of a misdemeanor
and, upon conviction, shall be punish
ed by imprisonment for thirty days,
or by a fine of not less than thrity
dollars nor more than one hundred
dollars. When an arrest is made
without warrant the person so arrest
ed shall be forthwith carried before
a magistrate and a warrant of arrest
procurred and disposed of as the
magistrate shall direct.
