JOBS .••••• war
“Do we have to have a war to
get jobs?”
That question was fired into the
political ureia by Mr. Dewey dur
ing his aces')tatted speech. He
used it as a dramatic conclusion
to a bitter denunciation of the
handling of unemployment by ’he
administration during the years
before the war.
Following Mr. Dewey s talk you
may have heard one of the com
mentators on the speech. Leo
Chume, refer to that question and
say that as far as he knew no
other answer had been offered
yet.
Mr. Cherne, who recently paint
ed a gloomy picture of the future
of this country in a book entitled,
“The Rest of Your Life,” may be
over-pessimistic about the ability
of our nation to cope with unem
ployment. But he is certainly not
alone in feeling that no satsifac-
tory solution has yet been ad
vanced to give us the right to as
sume that jobs will be plentiful
as soon as the war is over.
When Dewey asked his question
he undoubtedly lit the fuse which
will set off the most explosive
fireworks of the coming election
campaign. The question of how
to handle or prevent unemploy
ment is the foundation of the
major differences in the philoso
phies of Mr. Dewey and the
President. And, to date, it seems
quite uncertain that either candi
date has any adequate answer for
insuring* full employment.
DEWEY .... Roosevelt
There are thousands of men and
women in business and in gov-,
ernment who are working on em
ployment plans, but so far they
seem to be experiencing the same
difficulties which all the king's
horses.and all the king’s men ran
up against in their efforts to re
pair Humpty Dumpty.
Many business men act confi
dent that if the government
leaves them alone and removes
restrictions under which they now
operate they will somehow be able
to provide jobs for millions of re
turning soldiers as well as for
those who will be released from
war work. Government econo
mists appear to have little faith
in the ability of business to han
dle the job and are working on
elaborate programs to handle it
themselves.
If President Roosevelt gets re
elected, control of unemployment
undoubtedly will be kept largely
in government hands — probably
with a modernized WPA, a new
batch of subsidies and other stop
gap arrangements to keep pur
chasing power alive.

ELEMENTS . . . . riches
When Mr. Cherne intimated
that war was, so far, the only
sure way to end unemployment,
he may have suggested the line of
investigation necessary to find a
permanent solution to this so far
unanswerable problem.
If war assures full employment,
what are the elements of war
which bring this about?
In brief, there are three such
elements: (1) keeping every fac
tory and every farm working at
full capacity; (2) guaranteeing a
market ahead of time for all our
factories and farms can produce,
and (3) giving employment to
milions of men and women in oc
cupations outside of ordinary
peacetime pursuits.
I do not pretend to know how
these elements can be injected in
to our postwar economy. But it
is aparent that the road to take
is one which aims toward enor
mous expansion of markets, both
foreign markets and markets cre
ated by greater consumer pur
chasing power at home.
Our production sights will have
to be set even higher than in
wartime if our nation’s factories
and farms are going to be able to
employ the men now in the arm
ed forces.
