Government Costs In
This County Being
Prepared By Highway
Planning Survey
An analysis of the receipts, ex
penditures, and indebtedness of
McCormick county government
for the 1935 fiscal year is to be
initiated in the Highway Plan
ning Survey office this week.
The information for this analy
sis was secured from the records
of McCormick county by one of
the Survey’s trained , auditors
when he was in McCormick, De
cember 27-January 5.
At that time, data of a similar
nature were assembled for each
of the five municipal governments
existing in McCormick county in
1935—McCormick, Parksville, Plum
Branch, Mt. Carmel, and Modoc.
Within the past eight months,
the Survey’s squad of accountants,
all of which are experienced in
governmental auditing, have
gathered such information, not
only for McCormick county, but
for South Carolina’s other 45
county governments and 251 in
corporated town and city govern
ments. , v - ■
4 The"study of government costs
is being conducted in order to as- |
certain the place highway fi
nances occupy in all public opera
tions, and to analyze all receipts,
expenditures, and debts pertain
ing to the state, county, and local
road and street systems.
The Highway Planning Survey
is primarily concerned with the
highway income, with the ex
penditures of all governmental
units for highways, and with the
extent to which highway users
provide funds for highway activi
ties.
However, in order to determine
the proportion received and ex
pended for highway services, the
receipts and expenditures of each
governmental unit have been
studied and divided into four
general classifications—highways,
public welfare, education, and
general government.
The detailed work reports com
piled by field auditors employed
by the Survey contain information
relative to every item of receipts
and disbursements involved in the
entire tax structure of the state,
as well as each county and each
incorporated city or town. Each
of the subheads listed in the re
port shows an itemized account of
the income and outgo of the tax
dollar,
The detailed analysis will be
completed sometime after January
1, 1939, at which time this infor
mation will he available for use

pare government costs in South
Jarolina to government costs in
14 other states, since similar
itudies are being conducted, *:r

Within several weeks, the
Highway Planning Survey in this
state will be able to determine
the per capita expenditure for
county government in MeConnfck
county lor the 1835 fiscal year as
well as the average per capita
expenditure for county govern
ment in the entire state.

shows only the slightest traces of'
the disease in the way in which
she uses one arm.

Passing Health Quarantine-* #
'At one time towns used to quar
antine against other towns where
there were epidemics of this Al
ness. Conveyances and trains
were stopped and inspected: by
officials and babies were sent
back to their homes. Two of my
patients, fearing that their chU-
dren might contact infantile-* pa
ralysis, decided to remove their
offspring to their country places,
several hundred miles distant J
from New York. I told them
it would be impossible to
the cordon of police and health j
officers, but they only laughed'at*
me. Later on I ascertained ho<w
they accomplished their purpose. .
One man placed his two children
in large milk cans in an ■ open
auto truck and the quarantine of
ficer waved him to pass, while
