SOI 1 1’H CAROLiiKA Thursday, April 16, 1936 Wise Use Of Land Is Philosophy Of The New Farm Act “Wise use of the land is the only direct objective of the new plan,” says H. R. Tolly, acting adminis trator of the AAA, in discussing the fundamental principle on which the new federal farm program is based. “Of course, shifting land from crops that deplete the soil to those that conserve and build soil will have a tendency to prevent big surpluses-from piling up and re ducing farm income. But the main job is to encourage farming methods that will keep -the soil of our pro ducing farmland from blowing and washing away, and will rest and build up some of the acres that have been too long in depleting crops. “In most cases the crops that are hardest on the land are cash crops. Shifting from cash crops to crops that hold the soil and build fertili ty usually mean out-of-pocket ex pense. So the new program pro vides for payments to enable farm ers to make a start at soil conser vation and soil improvement in 1936. “Farmers who apply for pay ments will be paid when the results of their operations are measured, and shown to meet the conditions which are specified. “Three groups of crops come un der the program—soil-depletin' crops, soil-conserving crops, anc coil-building crops. “The starting point of the pro gram for the individual farmer will be his base acreages of soil-de pleting crops . . . Those bases will be the measuring rod for the farm er’s soil-conserving payment. The minimum requirement for this pay ment is that the total acreage of coil-building and soil-conserving crops shall be at least 20 per cent of the farm’s soil-depleting base. “A second type of payment has been provided for, that will offer cpecial compensations to farm ers who plant soil-building crops or take other steps to make their coil more fertile. Those soil-build ing payments will be made for ceedings of approved soil-building crops on crop land in 1936, and for Approved soil-building practices on crop land or pasture in 1936.” Vegetable Breeding Station State Gets Paym ents To Farmers For Soil Building ^tlemson, April 13.—In addition to previously explained “soil-con- cerving payments” to fanners un der the new farm program, says R. w. Hamilton, assistant to Di rector D. W. Watkins of the Ex tension Service, there will be an other kind of payment available to farmers, namely, the “soil-build ing payments.” The soil-conserv ing payments, it will be recalled, are for diverting soil-depleting crops to soil-conserving and soil-building crops. The soil-building payments are offered for the planting of approv ed soil-building crops or carrying out Approved soil-building practic es. Certain details regarding scil- building payments are made clear er, says Mr. Hamilton, by answers to several typical questions below. Will soil-building payments be made for planting approved soil- conserving crops? No. What is the rate of the soil building payment for planting ap proved soil-building crops? The rate is determined by the state com mittee for each state and approv ed by the Secretary. In South Caro lina this cannot exceed $2 per acre. What is the rave of the soil- butlding payment for following ap proved soil-building practices? The rate is determined by the state committee for each state and ap proved by the Secretary. How does the acreage in soil- conserving crops affect the soil building payment? There is no pay ment on acreage in soil conserv ing crops; but the acreage in soil- conserving crops will increase the soil-building payment, provided the rate of soil-building payment (as recommended by the state com mittee and approved by the Sec retary) exceeds $1 for each acre planted to soil-building crops. To the producer whom the county committee deter mines, in accordance with instruc tions from the Secretary, to be the person who incurred the expense with reference to soil-building crops or practices. Acting Director McGinty feels that South Carolina is very for- unate in being selected as the '.ocation for this important under taking. “The south has in the past been compelled to take varieties of vegetables developed in the north and west and make the best use possible of thpm”, he says. ‘This breeding work will no doubt result in new varieties, developed especially for southern conditions which should be far more desirable than varieties now available. Prob ably no greater benefit could come to southern gardeners and truck growers than varieties that are bet ter adapted to the climatic and soil conditions of this region. The S. C. Boyl- ston, county farm agent, pointing out that the cotton improvement contests of the past ten years are ’argely responsible for the better ’engths of staple grown at present. “Cotton contestants generally lave bought cotton seed direct from the breeders and save a large upply of good seed for their own ;eneral use and for sale to other armers. Mathis, Blackville, von second prize in the lower dis trict with 3,850 pounds of Coker’f Cleveland 5-2 lint of one inch staple length: that contestants averaged 495 pounds of lint per acre on their 35 contest acres; that the lint produced by these was one inch W 'more in length; and that! the profit or the 35 acres averaged $42.91 per acre. He recalls aiso that Mrs. Mathis, who won a second district prize in 1935, won the first state prize in 1930; that P. A.
