An Act to provide for a Conven tion for tpe purpose of considering and acting upon the proposed amendment to the Constitution of the United States to repeal the 18th Amendment; to provide for the number and qualification of 'the members of the Convention; to provide for the date and manner of the election and to fix the time and place for the holding of said Convention and to appropriate a sum of money to cover the cost of said Election and Convention. Whereas, on the 20th of Febru ary, 1933, Congress of the United States did pass the following Reso lution: “Resolved, by/■'the Senate and House of Representatives of the United States of America in Con gress assembled (two-thirds of each house concurring therein:) “That, the following article is hereby proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by con ventions in three-fourths of the several'states: * » f k Apticle “Section 1. Tie Eighteenth Arti cle of amendment to the Constitu tion of the United States is hereby repealed*.. Sec. 2. The transportation or im portation into any state, territory or possession of the United States for delivery or. use therein of in toxicating liquors,, In * violation of the laws th^rddf, is hereby' prohib ited.” ‘ • Whereas, it is tho desire of the General Assembly of the State of South Carolina to elect delegates who represent the wishes o^ a ma jority of the qualified voters of the State of South Carolina on the question of ratification or rejection of the said proposed 21st Amend ment of the Constitution of the United States, which amendment* would * repeal {the 18th Amendment to the Constithtion of the United States, and. *' amendment. TlW tfeljgf-ion or * a majority thereof# shall certify said nominations to the Secretary of State to be placed on the ballot a: candidates to-said Convention. Pro vided, that no member of the Gen eral Assembly shall be named as d candidate for delegate to the Con vention. 3. The said State Commissioners of Election in the several ^counties 'hall meet on the Thursday follow- ng this election and shall proceed to canvass the votes, and within 'ive days thereafter shall forward to the Governor and the Secretary of State, by a messenger, the re turns of th^T election, the poll list and all other papers appertaining to the election.'*. Said messenger shall be paid his actual expenses, upon a certificate to be furnished him by the Secretary of State, out of funds herein provided for the expenses of this election and Con vention. ’ 4. The ballot to be used in this election shall be provided by the State Commissioners of Election, and the cost of same shall be borne out of the sum hereinafter appro priated, and shall be as follows: “PROPOSED AMENDMENT TO THE CONSTITUTION OF THE UNITED STATES. “Delegates to the Convention to ratify the proposed amendment. “The Congress has proposed an amendment to the Constitution of the United States which provides in substance that the Eighteenth Article of Amendment to the Con stitution of the United States re lating to the manufacture, trans portation and sale of Intoxicating liquors for beverage purposes shall be repealed, and prohibiting ship ment of intoxicating liquors into any state or territory in violation of the laws of such state or terri tory. “Congress has proposed that said amendment shall be ratified by conventions in the several states. Section 1. Bq it enacted by the General Assembly of the St^te * of South Carolina:' There shall be 1 held in'the City of Columbia, South Carolina at twelve o’clock noon on Monday, December 4, 1933, a con vention to ratify .or reject the pro posed 21st-Amendment to the Con stitution of the Uhited States. 2. The Convention shall be com prised of forty^six delegates to be elected by the State at large and- in the manner hereinafter provided, which special election, for the pur- oose of electing delegates, shall , be held on the first Tuesday in No vember, 1933. Said special olection shall be held at the regular voting precincts in the several counties in *he manner as is now provided by ’aw for the holding of general elec tions in this State: Provided, that the provisions of the Australian Ballot law, now applicable to pri mary elections in this State, shall be enforced at all precincts in this election; and the time and purpose for the holding of said election shall be advertised as is now pro vided by law for general elections The State Commissioners of Elec tion in the several counties shall provide for-the conducting of this election in the manner now pro vided by law for the conducting of general elections, save ks is herein specified to the contrary, and shall appoint managers for the several precincts who shall be paid the sum of One Dollar each for their *%. . services. 2-A. The delegation from each -j County to the General Assembly, or a majority thereof, shall nomi nate one elector a resident of the county who has signified to the delegation his intentions to vote for the rejection of the proposed amendment; and Shall also npmi- nnte one elector a resident of the county who has signified to the delegation his intention to.,vote.for Instructions to Voters * “Strike in pen or pencil the names you do not desire to vote tori, leaving untouched the names of persons for whom'you desire to vote. If you do not desire to vote for any of the above you may sub stitute the names of other qualified electors.” 5. There shall be a space left at the bottom of the ballot in^. which the voter shall insert the name of any other person for whom he de sires to vote: Provided, that no ballot shall be valid on which there has been* voted for more or less than forty-six persons. The forty-six persons who shall receive the highest number of votes cast at said election shall be the delegates to the Convention. 7. Every person qualified to vote in a general election under the laws of the State of South Caroli na, or who may qualify according to the Constitution and laws of this State not later than thirty days prior to the first Tuesday in No vember, 1933, shall be entitled to vote in this election. 8. In addition to the time now required by law for the registra tion books to be open, the Board of Registration of each county shall cause the books of registration v,o be opened on the first Monday in September, 1933, and shall cause the same to be held open for fif teen consecutive calendar days therefrom, except Sundays, during the hours now provided for by law. 9. The Secretary of State shall call a meeting of the State Board of Canvassers to be held at his of fice, or some other convenient place, within six days next after receipt of the county returns for the purpose of canvassing the votes thereof. When the Board of Can vassers shall have canvassed tho results of the said election and de clared the same, the Secretary of State shall thereupon issue to each person elected a certificate of his election, under his official seal and he shall, upon presentation there of, be erititled to a seat in the Convention. 10. Oct. 10, 1933.—4t Bordeaux News The tragic death of Mr. Moore of Miami, Fla., son of Mrs. A. F. Moore, was reported here last Wednesday morning. Mr. Moore’s death occurred Tuesday night. Mr. Moore had been married only three - months. Jle had a position with the railroad and his work was per taining to office work. Mr. Moore was spoken of In highest terms by all who knew him and his untime ly death came as a great shock to all who knew* him. Mr. and Mrs. Gull Cade, Mr. Guil ford Cade and Mrs. W. G. Mitchell attended the funeral of Mr. Allen Moore at the residence cf Dr. and Mrs. Hawes in Elberton, Ga., Satur day morning at 11 o’clock. The Home Demonstration Cluh met last Wednesday afternoon at, the home of Mrs. W. G. Mitchell. Mrs. Stallworth gave a demonstra tion on making over coats, and patterns were cut. After the busi ness session Mrs. Mitchell served hot roUs and butter, cake and cof fee. Mr. and Mrs. P. B. Parnell are the proud parents of a daughter,, born on October 13th. Mr. and Mrs. James Gibert, James, Jr., and Elizabeth Gibert,, Rev. and Mrs. Dean were visitors to Mr. and Mrs. W. G. Mitchell Fri day night. Music was ehjoyed. Mr. and Mrs. Dean favored us with sev eral vocal numbers. Mr. Mitchell,. Mr. A. S. Cade and Mr. James Gi- oert played the violins, with Mrs. Sallie Cade accompaning on the piano. The singing Sunday night met at the home of Mrs. S. C. Cade. A large number was present and the ' singing good. Mr. George Lindley spent the week end with his parents, Mr. and Mrs. W. M. Lindley. Relatives of Greenwood spent Sunday with Mr. and Mrs. R. F. South and family. Messrs. J. C., A. B. and Wilbur Link were visitors in Augusta Mon day. Mr. G. C. McIntosh. “College Girl” The local Lions Club has com pleted all arrangements for the production of a local home talent, musical comedy, “The College Girl,” to be presented at McCormick High School Auditorium, Friday night, November 10th, at 8 o’clock. Mrs. Grace Kidd of Anderson, S. C. f is the directress who will start rehearsal October 30th.
