The production of a certificate or the receipt of the officer authorized to collect such taxes shall be con clusive proof of the payment there of. Also Registration Certificate required. Before the hour fixed for open ing the polls Managers and Clerks must take and subscribe to the Constitutional oath. The Chair man of the Board of Managers can administer the oath to toe other Managers and to the Clerk; a No tary Public must administer toe oath to Chairman. The Managers elect their Chairman and Clerk. Polls at each voting place must be opened at 8 o’clock a. m. and closed at 4 o’clock p. m., except in the City of Charleston, where they shall be opened at 7 a. m. ana closed at 6 p. m. and in the City of Columbia where the clos ing hours shall be 6 o’clock p. m. The Managers have the power to fill a vacancy; and if none of the Managers attend, the citizens can appoint, from among the qualified voters, toe Managers, who, after being sworn, can conduct toe elec tion. At the close of the election the Managers and Clerks must proceed publicly to open the ballot box and count toe ballots therein, and con tinue without adjournment until the same is completed, and make a statement of the results for eaclj office, and sign the same. Within three days thereafter the Chair man of the Board, or some one designated by the Board, must de liver to the Commissioners of Elec tion the poll list, the box contain ing the ballots and written state ments of the results of toe elec tion. The production of a certificate or of the receipt of the officer authorized to collect such taxes shall be conclu sive proof of the payment thereof. The polls shall be opened, at such voting places as shall be des ignated, at 8 o’clock in the fore noon, and close at 4 o’clock in the afternoon of the day of election, except in the City of Charleston, where the polls shall open at 7 o’clock in the forenoon, and in the cities of Charleston and Columbia where the closing hours shall be 6 o’clock in the afternoon, and shall be held open during these hours without intermission or adjourn ment; and the Manager shall ad minister to each person offering to vote on oath that he is qualified to vote at this election, according to the Constitution of this State, and that he has not voted during this election. All taxes shall be due and pay able between the 1st day of Octo ber, 1932, and December 31, 1932. That when taxes charged shall not be paid by December 31, 1932, the County Auditor shall proceed to add a penalty of one per cent for January, and if taxes are not paid on or before February 1, 1933, the County Auditor will proceed tc add Two Per Cent and Five Per Cent from the 1st of March to the 15th of March, after which time unpaid taxes will be collected by the Tax Collector. SECTION 3. That over and above, and in addition to the above levy of Fourteen (14) Mills and Six (6) Mills, as hereinabove provided in sections one and two respective ly of this ordinance, a levy of Twenty-Five (25) Mills be and is hereby made on every dollar’s worth of property, real and per sonal, not exempt by law from tax ation, situate and within the cor- oorate limits of the Town of Mc Cormick, and the same is hereby levied for the purpose of raising taxes to meet the interest accruing on Twenty-Eight Thousand ($23,- 000.00) Dollars Electric Lighting Plant Bonds cf-the Town of Mc Cormick dated July 1st, 1925, and Fifty-Three Thousand / ($53,000.00) Dollars Water Works System Bonds of the Town of McCormick dated July 1st, 1925, and Forty-Three Thousand ($43,000.00) Dollars Sew erage System Bonds of the Town of McCormick dated July 1st, 1925, and to create a sinking fund to be used in the retirement and pay ment of said bonds. SECTION 4. That the Clerk and Treasurer of the said Town shall enter said levies and assessments upon the books of toe said Town of McCormick and receive said taxes, that the said taxes herein levied shall be paid to the said Clerk and Treasurer in lawful money of the United States at the office of the said Clerk and Treas urer between the Fifteenth day of October, 1932, and the First day of January, 1933. SECTION 5. That on all taxes and assessments, or any portion thereof, charged against any prop erty or party on the duplicate for the fiscal current year and due the Town of McCormick, S. C., that shall not have been paid on or be fore toe First Day of January, 1933, the Town Clerk and Treasur er shall proceed to add a penalty of Five (5) per cent on the dup licate, and the Town Clerk and Treasurer shall proceed to collect the same, and if the said taxes and penalties and assessments shall not have been paid on or before the First Day of February, 1933, next, hereafter, an additional penalty of Two (2) per cent shall be added by toe Town Clerk and Treasurer on. the Town Duplicate and the same collected by said Clerk and Treas urer, and if the said taxes and as sessments are not paid, together with the penalties added thereon, on or before the fifteenth day of March, 1933, next, thereafter, the Town Clerk and Treasurer shall ssue his tax executions for said ;axes, assessments and penalties against the property of the de- aulting taxpayer according to law. SECTION 6.
