SECTION 1. BE IT ENACTED by the General Assembly of the State of
South Carolina: That a sufficient tax is hereby levied upon all of the
taxable property in the County of McCormick for County purposes for
the fiscal year commencing January 1, 1932, for the amounts and for
the purposes hereinafter stated, respectively.
(a) Roads, Bridges and Chaingang:
Dieting prisoners on a basis of fifteen (15) ,

for the same the County Taxes for the said year. The said County
Supervisor and Treasurer shaft borrow the said sums at the lowest rat ?
of interest obtainable and from any available source, with the consent
of the Legislative Delegation. The South Carolina Sinking Fund
Commission, if it has funds available for such purposes, may make the
aforesaid loan to McCormick County upon such terms as may be agreed
upon between the said Commission and the County Treasurer of said
County. The amount borrowed shall not in any event exceed all
revenues to be received from the taxes and other sources for the year
1932. The Treasurer shall require a depository bond or collateral se
curity in sufficient amount of any bank or banks receiving deposit of
the County Junds in such amount as shall be fixed and approved by
him and the County Delegation.
SECTION 5. The County Treasurer is hereby authorized and requir
ed to apply the sinking fund, applicable thereto, toward the retirement
of Twelve Thousand ($12,000.00) Dollars of Road Bonds of McCormick
County becoming due in 1932, and also toward the payment of interest
becoming due on any bonds of McCormick County in 1932, and if said
Sinking Fund is insufficient to retire said maturing bonds and the in
terest becoming due on bonds of McCormick County in 1932, then the
County Treasurer is authorized and required to apply toward the pay
ment of said bonds and interest becoming due on bonds of McCormick
County in 1932, as may be necessary, any taxes which may be collected
and not otherwise pledged. Should said application of funds be in
sufficient to retire all of said bonds and the interest becoming due on
bonds of McCormick County in 1932, then the Treasurer and the Sup
ervisor of McCormick County are authorized and directed to borrow a
sufficient amount to complete the full payment-of said bonds and in
terest. The amount so borrowed shall be evidenced by a note or
notes of the County to become due not later than one year from date
thereof, signed by the Treasurer and Supervisor of McCormick County,
bearing interest at the lowest rate obtainable. The County Treas
urer and Supervisor are hereby authorized to pledge the taxes levied
by the County Auditor of McCormick County for Sinking Fund pur
poses to secure the payment of the note or notes above mentioned.
SECTION 6. In the event the County Treasurer should find that
the funds above designated are not sufficient to pay said bonds and
interest on bonds, and he and the County Supervisor should further
determine that they are unable to borrow on the notes aforesaid a suf
ficient amount to fully retire said bonds and pay the interest due on
bonds, then the funds available shall be applied toward the payment
of said bonds and interest due on bonds, and refunding serial bonds of
McCormick County shall be issued by the County Board of Commission
ers and County Treasurer for the remainder due on said bonds. Said
bonds shall draw interest at a rate not exceeding six (6) per cent, per
annum, payable annually or semi-annually, and shall be payable one-
fifth each year over a period of five years, the first being payable one
year from date of issue. Said bonds shall have coupons attached
thereto representing the interest to be paid annually or semi-annually
and both principal and interest shall be payable at the office of the
County Treasurer or at some banking institution or trust company to be
designated by the purchaser. The full faith, credit and taxing power
of McCormick County is hereby pledged for the payment of said bonds.
In the event said bonds are issued and sold the County Auditor shall
annually levy a tax sufficient to meet the payment of the principal and
interest of said bonds as it becomes due. The funds collected by the
County Treasurer from the said tax are hereby irrevocably pledged t6
the payment of said bonds and interest and shall be so held and ap
plied by the County Treasurer. v ' ,
SECTION 6-A. The Supervisor shall publish monthly in a newspaper
published in the County an itemized statement of all expenditures un
der the provisions hereof, including the public schools, which statement
as to public schools shall be furnished him monthly by the County
Superintendent of Education. The publication of such itemized state
ment shall be paid for out of the County funds not to exceed the sums
above appropriated therefor, which statement shall be sworn to by the
Supervisor and the Superintendent of Education; the original of whlclt
shall be a public record and filed with tlie Clerk of Court. The Coun
ty Board of Commissioners is hereby required to deliver to the Coun
ty Treasurer at the conclusion of the year 1932, an itemized sworn
statement of all unexpended balances from the various items herein
above appropriated, which statement shall be filed by the Treasurer
with the Clerk of Court and become a public record. The County Sup
ervisor is hereby required to keep a separate accountall Junds ap
propriated for County purposes and shall issue no warrants in excess
of such appropriations.
SECTION 7. That the payment of all funds by the County Board of
Commissioners of McCormick County during the year 1931 at the re
quest and upon the approval of the County Legislative Delegation be,
and the same is hereby, approved and ratified.
SECTION 8. The Auditor and Treasurer are authorized and required
to levy and collect a tax, as provided by law, to raise sufficient money
to meet and pay the amounts appropriated by law for McCormick
County for the year 1932. No money shall be spent otherwise than
as herein specifically authorized, and none of these items shall be en
larged upon or construed as suggestive or directory, but are mandatory.
SECTION 9. No money shall be borrowed by the County or interest
paid on same for a longer period than the collection of taxes makes it
necessary to yield sufficient money to repay the same, and no note in
excess of the sum provided by law shall be made by the County Com
missioners except on written authority of a majority of the Delegation
from said County filed in theffcffice of the Clerk of Court. #
SECTION 10. Any change m^de by the Auditor and Treasurer in the
amount of levy as herein provided shall only be made upon the ap
proval of a majority of the County Delegation, said approval to be in
writing and filed in the office of the Clerk of Court of McCormick
County.
| SECTION 11. That the County Board of Commissioners of McCor-
i mick County be, and they are hereby, authorized and empowered to ap-

advice to any County officer of McCormick County when so requested
by any such officer regarding official matters in addition to his duty
as Attorney of the Board of County Commissioners of said County.
