The people of South Carolina were
surprised in earnest yesterddy when
they read a copy of the dispatch that
Col. James H. Tillman, "late colonel
of the First South Carolina regiment
and lieutenant governor," had sent to
President Roosevelt asking that he
withdraw his acceptance of the invi
tation extended to him to deliver a
sword to Maj. Micab Jenkins. On all
sides regret that this thing should
have happened was expressed, but re
gret could not cure.
The general view of the matter
here was that in using the words
"and lieutenant governor," Col. Till
man had made the State of South
Carolina a party in an undertaking
with which the State of South Caro
lina, officially or otherwise, has had
nothing whatever to do. It is real
ized that this will give the people of
the outside world to understand that
the State had arranged for this sword
presentation and that the State has
now seen fit to send the message
quoted to the president. Nothing
could be further from the facts of the
case. Col. Tillman and the presi
dent had correspondence about this
matter before either occupied official
positions, and the proposed presenta
tion has been purely a private affair
gotten up by Col. Tillman in his in
dividual capacity with the aid of cer
tain other citizens who subscribed to
the fund with which the sword was
purchased. Unfortunately also -the
incident is liable 'to injure the expo
sition, for it has been understood that
the sword would be presented on the
occasion of the president's visit to
the exposition. The exposition man
agement has had nothing to do with
the presentation, it is said, having
some time ago arranged for "Presi
dent's Day" and having extended an
invitation to the president to visit
the exposition on that day.
The - incident seems to have cre
ated more of a storm in the country
than the incident in the senate cham
ber, judging from the number of tel
egrams that came from the leading
papers yesterday asking for further
facts.
The list of the subscribers could
not be obtained yesterday, and it has
not been possible to ascertain how
many requested Col. Tillman to ask
the president to withdraw his accept
ance.
When the governor was asked
about the matter yesterday he de
lined to make a statement for pub
lication, simply remarking that the
sword presentation was not a State
matter in any sense, but a private af
fair.
