H. ![TLL Ri'Ttilt COLUM9A LETTER Columbia, Februar3 24.-The le lature reached final adjournmeut oil Saturday afternoon at 5 o'clock, wh en there were not exceeding twenty-five e members of both houses present. . * * The total result of the session is 154 acts and 35 joint resolutions. Most of t these are of a local natuie. The bill to prohibit "pools, trusts and monopolies" was finally passed. A list of the acts and joint resolutions by their titles will be printed in a subsequent issue. * * * The time for the payment of taxes .without the penalty was extended to the 31st of March and was approved by the Governor on Saturday afternoon. Mr. Dominick's bill to amend the charter of the Graded School of New berry did not pass the senate. Mr. Mower states that Mr. Dominick mis understood him in saying that he agreed to the bill with the amendments as stated In my letter in Friday's paper. Mr. Mower was willing to thm bill with i some other amendments but Mr. Domi nick concluded that these amendments would so emasculate his bill that he did not care to have it in that shape so it died in the senate. It had some good features and I should have been glad to see it go through. The. following amendment is in the bill relating to the time for the holding of the courts in the seventh circuit and relates to Newberry: The Court of General Sessions at I Newberry for the County of Newberry on the second Monday after the fourth Monday in January, the first Monday after the fourth Monday in, July, and the second Monday after the third Monday In October, and the Court of Common Pleas at the same place on the third Monday after the fourth Monday in January, the third Monday in July and the third Monday after the third Monday In October. Provided, however, that the provi ions of Section 27 of the Code of Civil Procedure shall not apply to the Courts of Newberry County. The following is a short Act which may Interest some of the readers of The| Herald and News: SectIon 1. That all products of the farm of this State may be sold in any town orN city by the producer of said product or his agent, without said pro- 1 ducer being required to pay license toi make such sale. Provided, said pro ducer or agent is not engaged in sell ing the produce of other persons. -Sec tion 2. That all Acts or parts of Acts inconsistent with this Act be, and the same are hereby repealed.|t ** The Incident in which Mr. Dominick J figured in the closing of the session in regard to the beer dispensary is given | from the News and Courier's report in |i another column. There is more row made over this incident thani it seemwI to me the facts warrant. I do not mean c by this to say that I approve such leg-r islation and have time and again re verted to the matter of rushing legisla--t tion through in the closing hours of thee session. There has not, however, since f I have been observing legislation, been t a session when some new legislation was not gotten through by free confer ence committee reports. I do not think e it is manly for the other members of I the committee to state that they did 3 not know what was in the report when l1 they signed it. It was their business to ( know and Mr. Dominick says he ex- e plained it to them. It could not have 3 been kept secret because these reports t are always read in each house. Be- y~ sides at the last session I remember V that the bill to establish distilleries in cities of 20,000 or over was railroaded through in the same way only it was o hooked on to a liquor bill which came t up in regard to some locl matter in -Pickens County. This same beer priv ilege bill was fastened to the same bill - last year and went through by free conference committee report, but it was not worded so as to give the author- bi ity intended. In this case the differ- 'I ence is Mr. Dominick and his free con-r ference committee hooked the beer dispensary amendment to a bill relat ing to working the roads in Orange burg County which was not at all ger mane to the subject of beer dispensaries or the sale of liquor and it virtually .jnade a new law on another and entirely C different subject. The strange part to me is that the other members of the committee appear so innocent of what C was being attempted by their com mittee. A committee of investigation ~ has been appointed and I think Mr. Dominick did right in demanding it. I amr-swilling to accept Mr. Dominick's E~ statement as to the facts in the case as true until they are proven other wise by the Investigation and I do not beleiveE they will be. It is worthy of note also that there was a pretty full house yv present when the report was submitted. It should be stated that Senator Ilder ton is the only member of the free con- S ference committee who admits thatt he knew what was in the report and signed it with that knowledge and that it should appear strange that-Mr. Dom inick would read it to him if h.e did F not to the other members of the com mittee. The candidates for the various State offices are bobbing up very freely and H the outlook now is for a big crop. r E.LI. However, it is very un ortunate the tiLht had to take place in he Senate chamber and thus have the lignity of this augeiNt body so terribly >utraged. After Senator McL-urin had on Iormer occasions zo pointedly, specifi ally and plainly denied the charge of iling out and had clearly stateu his josition on the question of his vote on he floor of the Senate Senator Till nan should have ceased to make -barges and insinuations unless the Vidence was at hand and if it was it hould have been produced. But tha' s not, M-. Tillmffan's way. There are a r at many people, no doubt. who b-i .ieve Mr. McLaurin hid some sort of leal or understanding with the Repub icans by which his vote for the treaty as secured, but there is no sense in ,harging to him improper motives un ess you have some proof to substantiate :he charge. Or it once made and speci ically denied then let it rest or pro luce r1he proof. Both Senators were held in cont rnpt and will not be allowed to speak until hey are purged of the contempt. It is hardly Mbable, however, that he Senate will take any further action xcept to censure the irate memnbers rom South Carolina and then permit hem to resume their duties.
