Columbia, Jan. 13-The contractors have fluisned the ceiling in the dome of the capital and the scaffulding is all down and the house is in readiness for the coming c-f tbe so!ons The dome is very pretty tn the interior and gives much more light in the corridors up stairs (han we had before. The broad granite steps to the front entrance ate also completed and everything will he in good shape for the legislators when they come tomorrow. The building when completed is going to be one of the handsomest State capitol buildings arywhere in the country. It will be necessary for the Legisla ture to make an appropriation to build the terrace ar.ound the building and to fix up the grounds for it will never do to have such a handsome building un less the grounds are made to keep company with it. * Of course there is considerable work yet to be done on the building but those who have not been to Columbia recently will be surprised and pleased at the work aiready done. * * The Legislature will meet at noon tomorrow and there will be little time lost in gettivg down to work. At night appropriate ceremonies are to be had in accepting a tat>let given the State by Col. Jno. B Cieveland of Spartan burg, which tablet is supposed to have been at one time ejected on the grave of Gov. Glen. He was one of the Col onial governors of the btate. An ad drees will be made by Prof. R. Means Davis presenting the tablet which will be respoudted to by Gov. McSweeny formally accep ing it * * Of the Newberry delegation Repre sentative Dominick is already here and has rooms at the Columbia hotel. Sen ator Mower will aave rooms at the Huiet House on Main street and R p resenta!ive Kibler will again stop with Mr. A. H Kohn. I do not know where Representative Banks will stop. To people who line to study figures the Iollowi&g may be interesting. *They were prepared by Mr. A. W. Jones * of the Comptroller General's office and show in w bat properties there has been an increase in tax'able values and in what there has been 4 decrease. It will be seen that there has been a net increase in taxable proper:y of nearly ten million dollars during the year over the year of 1900. The biggest increase has been in manufactuning. It will also be noted that there has been a con siderable increase in horses and mules *and pleasure carriages and also in household goods. These figures would * indicate that the country is prospering for when the people invest in pleasure carriages and increase the value of their * * hous. hold goods there must be prosper ity. I would advise the people to look * at the figures. One re lates to a school district in Anderson *- county and is already unconstitutional and of course will be vetoed. The other reports the anti-free pass law enacted in 1891. The Governor has given no intimation as to what he will do with this law. If he does not return it to the house within which it originated by Wednesday with his veto it will become law without his signat ure. The news papers in certain quarters have had a good deal to say about this bill and some of them have gone so far as to criticize the Governtor rather severely without knowing what he . was going to do. If he vetoes the Act h e cannot do it until the Legislature meets because it is his duty to send his vato message to the house in n hich the bill originate d and not to his. news paper critics. If he does not- vet3 it the Act will beome law without his ap. * proval t wo days after the Lcgislatureo meets. What he intends to do he has not told any one but it will take only a few days more now to have the curios ity of thbese critics satisfied. I suppose they will have to wait and sec. The debt of 1S is stated as being $10213.46 Thi same debt was reported one year ago a being $8255 46, a gain in one year t $958, which is over eleven per cen The year b, fore, or at the cl, s- of 1891 this same debt was reported as $6908 73, a gain in one year of $1346 73 whic is about 20 per cent., p ovided no inte est had been paid.
