orty. Governor Ti llman undertook
to collect this tax by having the
sheriffs levy on the property. Thiey
were arrested andi lined by Judge
Simonton. Thereupon Latimer in
trodluced and succeeded in getting
passed through Congress a bill for
relief, requiring corporations in the
hands of a receiver to pay their tax
to the State just the same as the
farmor or the business man does.
The result of the act was that $208,
00(0 of past due taxeft were paid into
thai State troasniy by the Senth Caro
Jian Railroad. A miug flttle sum,

It is largely due to Latime~r's ef
forts that the systemi of free rural
mail delivery was or'ginated and en
grafted upon tihe postal system of
the Government, anid it is destinod
to permente in the b dure every sec
lion of tihe country, hringing to the
denizens of rnral dwt.ricts the same
postal facilities enijoyed by the peo
plo of tihe towns nud cities. The
matter was agitated by him in his
first term in Congress. Out of
twenty-ouc routes secured for thle en.
