Young in years, full of hotors, anid conianding the respect of his cotintrytIlet" he was gathered to his fathers. IlIding the po sition of Lieutenantt Governor, to which I had becn elected, and obeying the Con stitution, I took the oath of office as Governor onl the 3d day of Juine, 1899, at+d inmnediately thereafter began the discharge of the duties per taining thereto. Since you last mct there has been very marked material ptrogress in the State in alhost every branch of industry. TIe husbandnat has garnered the produtdts of his fields with the assurance of good re turns for his labor. Manufacttringt en terprises have gone forward with alniost miraculous r..pidity and are furnishing lucrative employnment, for niany of our people.' There has been great activity in the building of railroads, the great de velopers of a country. Peace, happiness ant prosperity prevail in every portion of the State. Factional bitterness and strife are things of the past and the I)oeplc are united for the uphuilding, progress and developnent of the entire State. Death has not thinned your ranks and yot conie together to deliberate and make laws for the people tinder tmost auspicious cireinnt stances. I trust that in all your delibert tions you may be guided by a single purpose- the welfare and happiness of the people whom you have the honor to represent. However you may differ, as differ you will, your combined wisdoit and high patriotism, I atit sure, will re stilt in the passage of such laws as will redound to the good of all the pe(. In the acconplishmenlt of this plrpose I stand ready and anxious to aid you and co-operate with you in so far as my power and ability may go. EvIDENcFS OF 'ROGRFSS. D)urintg the past year eleven tnew mi lls have been otrganized atnd are in process of conistruictioni, represenitinig a total calpital of $3,275,ooo. Sixteen old tmills htave bmeeni etnharged, representing ait increase of thteir capital stock of $2,429,ooo. This not only mnteans a large addition to the wvealtht of the State aind ain increase of thte taxable p)roperty; butt it means wealth put into active service and ctnploymtentt for mianty of our peCople. In railroad buiildintg, as I have alreadly statedl, there ha1s beeni very decided ace tivity. 237 miles have been comtpleted and itt actual process of construmcti9n. Thtis rep)resetnts an otutlay of least $25,000 a mtile, or nearly $6,x00,oo0, antd whme comtpleted1 anid returtned for taxation, even at a valuatiotn of $mo,ooo a mile will add $2,37o,o00 to the taxable property of the State. Int cotton seed oil nills, tihe lumnber busintess, and other b)rantches of industry there has beett very marked activity.
