President is authorized, directed and
empowered to interveno at once to

and securo to tho people thercof a
firm, stablo and independent govern
ment of their own, and is authorized
to use tho irimy and naval forces
of the Unitvd States to secure this
ondI."
This substantially is the resolution
agreed upon by the Republican mem
bers of the foreign aflairs comumitteo
or tho house tonight. The meeting
was held at the residencO of one of
the members and did not adjourn till
a very lato hour.
Beforo finally deciding upon the
wording of the resolution as given
above, the committee carefully con
idored several other forms. Infor
mation was conveyed to the commit
tee, however, that the resolution was
domanded and several members
headed by Mr. Smith of Michigan,
made the contet for the resolution
that was finally agreed upon. To all
intents and purposes it is the resolu
tion offered by Mr. Smith, himself.
It is the intention of the Republi
can members, now that an agreement
has been reached, to call in the Demo
aratio members of the committee to
morrow morning and to make a re
port to the house as soon itconvenes
at noon.
Thn single resolution agreed upon
by the republic are members will be
introduced by a preamble reciting the
-ouditions oxisting on the island of
Duba, the facts as known concerning
:litruction of the Maine and briefly
making a strong indictment against
Spain for her conduct of affairs on
he island. The preamble will, in
I epitomfled from, follow very
-losely the lines of the Presidont's
Message, but that portion of it re
rorring. to the Maine disaster will
tako stronger grumna thin did the

It was stated late tonight on high
anthority that an arrangement has
boon practically effected by which
the resolution may pass both houses
tomorrow. It is understoid that the
foreign affairs committee of the house
and senate wvill conmfer before the as
semb)ling of congress for the purpose
o"f perfecting an agreement whereby
t,he Foraker resolution will be sub
mitted for the other resolutions. It
will boe modified by the elimination
of the second paragraph, which re
cogniz.es Cuban independence, and
other slight changes made to con
from to the decision reached by the
commit tees. Tonigh t members of the
Senato Committee believe that the
resolution wvill pa~ss both houses by a
practically unaimous vote. It is said
that if necessary a continuous sitting
wvill be had in the Senate in order to
securo final action during the legisla
tive day of Wednesday.
