To the Mayor and Aldermen, New berry, S. C. Gentlemen By order of the board of health I herewith submit to you for% your inspection and information the an nual report of the president of the board of health, which was read and approved by the board and referred to your honorable body. Respectfully submitted, C. A. BOWMAN, S3ecret.ary. Newborry, S. C., July 7, 1897. To the Board of Health, Newberry, M. C. Centlemen: In accordance with my duties as president I herewith submit my annual report to you of all works and improvements done in our town during the past year, and the general condition now. We have formulated a new set of san itary rules and regulations which have been very satisfactorily enforced by-our eicient health of1icor. In noticing the sanitary imi)rove monts I am persuaded that no ordi naice has resulted in bettering the condition of the town more thanl rulo four referring to privies, rule five and eight referring to slops and garbage and rule ten prohibiting hogs in town. It is quite hoticeable that wo have at much cer tow'n than formerly and very little foul air is inhaled from do caying matter. Especially improved is that part of town known as Factoryville in regard to its privies and drains. I am also convinced that the remov al of hog pens from town frees us of a nuisance which formerly gave us great cotAcern. We have opened up and wid cned Scott's Creek the entire distance through town, and afl branches and drains running into it. The town now has a good, clean sur face drainage, and. there Is no reason why we should be inflicted with any disease from it local cause. The citizens are begjnning to see the gret aianag in havinig a Clean E;anl Itary town, and we have no trouble in getting them to acquiesce in our, at tempts at iaIprovements and wvith little or no expense to the board. There are some surface wells that nust, be condemned, and as soon as our water system is well established this will be-attendod to. - This leads me to remark that we shall soon have water from the artesian well to every part of the town, and we should recominend that our citizens generally use it. In recciving the Secretary's annual report of births and deaths, I was grat fied to sC that our mortality roll has been less than two per cent., notwith standing the epidemic of lagrippe dur ig last winter. In cone11sion I would state that we may congarattilate. ourselves upon our g.norial sanitary condition, and hopo that by another year an even better re port may be shown. Respectfully submitted, J.
