A RAINM[AKEPUS THREAT.
He Will Open the Floodgates at Chicago
on Kansas Day.
TOPEKA, Kansas, June 20.-C. B.
Jewell, the Rock Island rainmaker, has
a scheme on hand now which is caus
ing the Populist administration a great
deal of worry. He announced yesterday
that he proposed to convince the peo
ple that he could bring down rain, and
would go to Chicago and, during Kan
sas week in September, flood the
Wold's-Fair~with~great dowupours.
He said if that would not satisfy the
most stubborn he did not know what
;ud.-His scheme is to operate from
the Kaneas building in the Fair
grounds, and if not permitted to do
that he wiil set up his tent on the out
side and flood Chicago with water. He
believes that if he can make rain fall at
the Fair he will convince the world
that there is something in this method.
He has selected Kansas week because
thousands of Kansans will be there.
The State officers object to this scheme,
because they do not want a downpour
of rain when they go to Chicago to
make a big show, and it is certain that
the Board will be urged to see to it that
Jewell shall not be allowed inside the
grounds. Only one member of the
Board would be in favor of Jewell
making his test in the Kansas building,
and he is Major Anderson, who is as
sistant general passenger agent of the
Rock Island Railroad.
Star Time and Son Time.

The time for sending out the noon
signal at Washington is the instant the
sun crosses the seventy-fith meridian.
This, however, is not the sun which
gives us light and heat, but an invis
ble imaginary one; because, for the
certain reason, the true sun does not
cross the meridian at the same moment
every day, but during one part of the
year he gets over it a little more ahead
of time each day, and during the other
part he is correspondingly behind time;
and so this fictitious sun is used, be
cause its apparent path around the
earth brings it exactly over the same
line at the same moineut every day.
Now at just what instant this sun
croe the mteridian is determined by
means of the stars; for the time at the
observatory is not reckoned by the sun,
but by the stars. Every clear night an
astronomer at the observatory looks
through a large telescope for certain
stars which he knowsynust cross a cer
tain line at certain times, and by the
use of an electrical machine he makes
a record of the time each star passes, as
shown by a clock which keeps sideral
or star time. He then consults a printed
table, which shows him at just what
time each star mtust have passed,and by
as much as this time diff'ers from that
recorded b>y the clock the latter is
wrong, and in that way the sidereal
clock is relgulated.
This star time is then reduced to sun
time, which requires some calculation,
as there is a difference between the
two of about four minutes each day.
These two clocks-one keeping star
time and the other sun time-are of
very fine quality, and are .as near per
fection as possible. Although they
cannot help being affected by changes
of temperature and different conditions
of the atmosphere, they are very rarely
more than the fractional part of a sec
ond out of the way. No attempt is ever
made to correct such errors, but they
are carefully noted and allowed for in
making calculations. For the purpose
of distributing time a third clock known
as a transmitter, is used. This is set to
keep time by the seventy-fifth me
ridian, and is regulated by the standard
clock before mentioned. It is in all
respects similar to the other clocks ex
cept that it has attached to it an ingen
ious device by which an electric circuit
may be alternately opened and closed
with each beat of the pendulum.

mystery unless he was there for the
purpose of buying some Tillmanite to
desert his faction in order to be Post
master at Newberry. Wait fellow Re
formers and you may see who the
traitor is. He is known, and is being
watched."
"Reformers" of Newpberry, from the
cavernous depths of its heart the Ad
vertiser deplores your most piteous
plight. When the Erymanthean boar
laid waste the country round about
Psophis there wasa vigilant and aveng
ing Hercules to catch him in a net but
it would appear that this ravening sec
retary has done the damage while you
slept. 'Will you kindly infoi m us
where your Hercules was at ?
Newberrians, it is, alas! and lo! a
horrible fate that has visited you. It
"cuts us to the heart" to contemplate
how this fiend in secretary's form, or
serpent's form, or crocodile form or
perhaps re-form or some other terrible
form has circulated among you and
wrought havoc "last month," violating
the sweet and fragrant serenity of bal
my May. When we remember that
the object of his visit is still a
"mystery" it racks our soul to consider
the unknown and unimagined seeds of
devilment that he may have sown.
Who can say that this creature insti
gated by the very old Satan himself
did not spread the contagion of "polit
ical leprosy" and that it is not secretly
raging from Mollohon to Dutch Fork ?
We conjure you by all the tribe of Ben
jamin to freely use disinfectants. It is
moreover our solemn duty to warn the
"Reformers" 0i Laurens to declare a
strict quarantine against all Newberry
reformers until every suspicion of the
foul disease is banished from your
metes and bounds.
But what means the ominous lan
guage of "buying some Tillmanite ?"
Is our fondly cherished faith that
Newberry "Reformers" were unpur
chasable to be thus rudely shattered ?
Can it be that they may be enticed by
paltry allurements of a postoffice in an
Anti-town? Or -do you mean to con
vey the idea that they will not come
much higher than three for a quarter ?
We respectfully suggest that you rise
in your wrath and exterminate the
"traitor" alluded to. It is no use to
"wait, 'reformers,' that you may see
who the traitor is." Stab him in the
dark and shoot him on the spot. His
case calls for condign punishment. The
proper thing to do is to lynch him
quick or else apply the deadly black
list.
The time has come for action "re
formers of New berry." It is your duty
to hold another caucus, pass a resolu
tion and so blast forever the "traitor"
whose existence is suspected and
whose physiology the wily and wan
dering secretary may have rubbed up
against.
To quote the burning words of a cel
ebrated secret circular issued in an
cient times by an eminent statesman
who seems about to disappear into the
abysmal depths of private life, "let
none pass and repass unless they are
properly vouched for."

into the telegraph office on the Column

"It ain't anything else," carelessly
replied the operator, one of those choice
essenses or Chicago whose only per
fume is crudity.
"I would send a telegram," said the
stranger, quietly.
"Would you ?" drow led the operator;
"well, why don't you send it?"

the words have I permit to send for

"Teni," snapped the operator, short

died he left stocks valued at $70,000,000.
These securities increased in value
rapidly till January 20, when the Gould
estate was worth in the market $12,000,
000 more than when its creator died.
But all that profit and several millions
more besides have been wiped out by
recent events in Wall street, When
tha market, closed on June 3 the Gould;
trust securities were worth $G,000,000
less than on the day Jay Gould died.
Even that was better than their con
dition a month ago. On May .3 the
Gould blcek of Western Union Man
hattan, and Missouri Pacific was worth
about $61,000,000, or $0!000,000 less than
ou December 4, when Mr. Gould died.
The zigzag of the Gould millions in
these few months makes an interesting
study in big figures. Taking $70,000,
000 as a basis, it is seen that the estate
has touched as high a limit as $82,000,
000 and as low a one as $61,000,000, a
fluctuation of 321,000,000.
