raised in violation of the law, and it
did not matter to the taxpaivt r who
did it. [Apptlause.]"
e Iaerab! and News is inclined to
think that Mr. Ellerbe will have to
withdraw from the race, and we fear
leave the State, if he Imeans what we
take his language to mean.
The readers of The Herald and News
should be familiar with the Newberry
Bank case. The capital stock has been
assessed at par, though the stock
brought on the market $10 to $1G5 per
share--a premium of $6i to $65 on each
share.
These facts were stated to the Town
ship and County Boards of assessors
and equalization by Mr. R. L. Mc
Caughrin, who, by reglaest, appeared
before them. The boards decided that
the return as made by the bank was
high en,>ugh in proportion to the return
of other property.
But 'Mr. Eilerbe had sent out cireu
lars to the effect that banks must return
their stock for taxation at, its market
value. The assessments were raised.
In the Ne v berry case from $15-',000 to
$2:Wmdt). The bank appealed and the
courts decided that there was no au
thority in law to increase the assess
nient on property after it had been re
turnud by the owner and passed upon
bV both these boards.
The point we want to make is this:
As we understand _Mr. Ellerbe ie now
desires to niake it appear that the Audi
tor increased the assessment and is re
sponi.sible for it and that it was without
any instructions from him (Mr. El
lerbt) or without his sanction or ap
proval. Is that what you say or mean,
Mr. Ellerbe?
Now we want to ask Mr. Ellerbe if
the auditor of Newberry did not write
for instructions as to what he must do,
stating the facts in the case, including
theC action of the boards? Did not MIr.
Elerbe repily, pcer Norton, that if the
preident of the hank would say that
the stock was worth i.ldt on the
market that the auditor should enter
it up,on his tax (dnplicate at $160 irr'e
spetive of what the boards had done?
If so, then why try to miake it appear
that the auditor took it upon himself
to increase the assessment without any
istructions from M1r. Ellerbe? Does
r. Ellerbe deny that the assessment
was in -reased by his positive instruc
tions? It has been stated time andl
againa that the auditor acted under tihe
advice anid ins;tructions5 of Mfr. llerbe,
and there ha~s been no denialutntil now.
Thie IIerald and News has a suspi
lo that if Mr. Ellerbe denies giving
the instructions upon which the au
ditor acted that his letters can be pro
duced, and if he desires to have his
meiory refreshied onl this point we will
try to) find them for him.
'rhe Herald arrd News is not under
taking to put blamne upon any one, but
it desires that thae facts may be stated
and the respoLsibility placed where it
properly belongs.

THE UNITED SYNOD

The biennial session of the Unite'

was done will, I feel, be of interest it
many of our readers. There were pres

nearly all of whom have returned. I
was present on acontilt of my coeme"

The seS-ion was a i'leasantt and har

the synod was held has been a mission

and the cougregation has resolved t o

The action of the synod on tht
adoption of certain regulations in re.
rard to wor,: was looked forward tc
With much interest. The adoption o!
this regulation iheant Lutheran pul
pits for Lutheran ministers only and
Lutheran altars for Lutheran comiu
iicants only, and a condemnation o:
Lutherans belonging to secret socie
ties. The questic.l has been dise.;sei
in the cbureh papers for several years
and at one time it looked as if it woui
dissolve the uuion of the Lutherar
Church in the South. But the whoh
matter was amicably and pleasantly
adjusted by adopting the by-law:
without this regulation. It is conse
ruently just dropped out as if it had
never been injected or proposed foi
adoption.
The next session of synodl will bf
held in Staunton, Va., in September

Give me the sweet, natural, inspiring,

I wish the newspapers could adopt a
uniformiVy of style. I read them all,
and otseive that 'Tlhe Herald and News
comp)ounds "to-day,'' whilst the Ob
server makes it one word: that the
Lutheran Visitor puts Newberry coun
ty dowu and our two city papers spell
it with a capital; that the News and
Courier drops the period after "Mr",
etc; that some papers put convention
up and some down, and so on with a
good many other words and points,
too numerous to mention, until a poor
fellow, having no particular style of
his own-that is, no self-opiniated,
pride of style-doesn't know exactly
how to write a 'etter to his best friend.

The next big thing on docket is the
excursion to Charleston on 12th July,
by Mr. Hope A. I)ickert, of Chapin.
A S5 or $6 excurs-n to that point used
to be considereu cheap in the recent
past. Think of going to Charleston,
175 miles from Newberry, and return
ing, no0 ., for three dollars, spending a
night in the city, leaving Newberry
TIuesday, the 12th, at 6.21 a. mn., and
leaving~Charle toil on Wednesday at

mlade for liberal board and lodging,

when it is remembered what the reg

dogs in general. No candidate need
