How It Works.
While the method of nominating
Democratic candidates is being dis.
cussed it will be well to recall the
familiar process of nomination by
convention and to briefly analyze its
results in securing representation to
the average democratic voter.
h'le first step preliminary to a
etn.,paigl is taken by the county
chairman who calls the county ex.
ecutive committee, consisting of one
man from each club or township, to
meet at the court house on a named
(lay. A certain number of these
committeemen obey the call, and if a
majority of them attend they pro
ceed to fix the time and places for
the clubs to meet and elect dele
gates to the county convention.
The clubs are supposed to include
every danceratic voter in their re
spective neighborhoods. They vary
in number from fifty to ive hundred,
the quorums required for business
ranging from ten to thirty. Let us
take an average club with, say, a
hundred enrolled members.
For mathematical convenience let
us say thirty-three men attend the
club meeting on the appointed day.
Being one-third of the membership,
they do the voting For all. A chair
man is elected and somebody moves
for a committee of five to nominate
four delegates to the coumy con
vention. The motion prevails and
the chairman proceeds to appoint the
committee. Then the battle, if there
be a battle, has been fought and won
in that tOvnship. Seventeen men
in the club can elect the chairman
and confirm his appointments. Seven.
teen men can control the voice of
that club and send to the county con.
vention a delegation supposed to rep.
resent the sentiments and opinions
of the one hundred.
In counties where the primary sys
tem for nominating county oflicers is
used the county' convention has only
to elect iclegates to the State and
Conmgressio)nal comnvntions, or, in
other words, Lt) express tihe choice of1
the democrats of the county for eight
State ollleers amnd one representa
tive. The four delegates electedl by3
the seventeen men of thme township
club we hmave heeln comnsidering go to
the county comnvention wherein they
are four men in a b)ody from 75 to
150 strong. Say there are 100 (de
gates. 51 of them, elected by al out
225 0mn, can express thme choice of
2,500 democrats.

of tihe power in the selection of his ex

When there has beetn no "fixing"
or mianipulationi and the t.owniship
delegates appear from full meet
ings and free tIme case is very little
better. Th'le great majority of thtose
delegates are umen unfamiliar with
practical politics and uintrained1 in
speakimig or talking in p)ublic. T1hey
ae afraid to get on their legs, dIread
ng ridicule or blunders. Any smart
fellow with the gift of gab can abash
and0( brow beat them andl rushm tihings
throutgh over their judgment or con
scemece.
