that most of the men en'titled to vote
will enroll some time before the ipri
mary and that a large number of wo

taries mre anxious to have the enroll
ing one low in order to avoid a last
minite rush. Out of consideration of
the enrolling .secretaries, we suggest
that enrolling be done at once. We
might remind the women, In addition,
that speckll provisions will be made
for them Saturday which has been set
apart by the county chairman as "La

T[hose w'ho are wont to lay prevalent
lawlessness to delays in tile courts in
cident to apioals of lawyers might
find some food for thought in the 59
appeal decisions handed down by the
state supreme court last week. Out
of 59 decisions handed down, it will
be found that there were 27 reversals
of lower courts to 32 appeals sus
tained, 'a .rather high average of re
versals. With such a large number of
reversals of the lchver courts, it occurs
to us that lawyers can hardly be
.blamed for taking their cases higher
up.
Of course, there are many cases
where lawyers take advantage of the
right of appeal to stay off sentences of
their clients, but it would hardly meet
the ends of Justice to restrict the &lp
peal machinery when the rights of
those who have just cause for appeal
might b3 endangered.
Instead of .trying to shift the blame
for: lawlessness on other shoulders,
the c:ublic might take stock of itself
and no doubt it will find that a large
part of the crime that is rampant may
be traced back to itself as expressed
in the verdict of Juries, the sentences
of judges and the respect which the
criminal enjoys even after his convic
tion. There was a time, for instance,
when a boot-legger would have been
an outcast on society, bi-t todny many
of them enjoy considerable respecta
ubility. They do not suffer the penalty
of disgrace th'at should attach to de
litberate law-breakIng.
Thiei'e is no doubt that cr'ime can be
reduced when the law-abiding people
are ready to r'eduice it. Until they are
willing to take a hand themselves and
lend moral support to the executive
andi judlicial arm of tire law, crime may
be expected ,to Increase or at least hold
its own.

Few Voters Have R-egstered for Elec
tions. Time Expires Friday at
Noon.
Registration for the city bond elec
-tions to be held July 25 has been slow,
according to rct:)orts from the ofice
of R. K-. Babb, supervisor of registra
tion. Although -it is understood that
the number of votes cast rwill have no
effect on the legality of the election,
the city council and public works coin
mission has asked that -the voters of
the city go to the polls so that a full
expression of the people may be had.
The books of registration, which are
in the ofilce of .11r. Babb, will be closed
Friday at noon, after 'which certifl
cates will not be procurable.
Qualifications for securing regis
trationl certificates, as set out in the
legal notice formally advertised, are
as follows:
"The production of a certificate of
registration from the board of regis
tration of the county entitling the ap
plicant, to vote in a polling precinct
within the corporate limits of the City
of Laurens is a condition (orerequisite
to obtaining a certificate of redistra
tion for the said special bond elections
and the applicant must be a cit.izen of
ths state and of the Tinited States,
twenty-one years of age, or more, a
resident of the State two years or
more, a resident of tile county for oneC
yea~r and a r'esident of the city for four
monlths or more, and muist'have paid
all taxes assessed against him due and
coliectable for the fiscal year 1921."

in the City of Laurens on the 25th day
of July, 1922, upofn the question of is
suing bonds of the City of Laurens in
the sum of $65,000 to be payable with
in forty years from date of issue and
bearing interest at not exceeding 6
per cent per anuni for the purpose of
iunding or extending time of paymnent
of outstanding indebtedness of the
City of Laurenis.
At said election the polls will be
opened at 8 o'clock in the forenoon
and closed at 4 o'clock in the after
noon. Only qualifled registered elec- I
tors of the City of -Laurens shall, be I
entitled to vote at the said election.
