Genoa, May 1.--France has appeal
cd to the United States to participate
in the proposed international commis
sioi to investigate the -Russian situa
tion. The Anierican ambassador, Rich
arT -Wa.shburn Child, informed the As
sociated 'Piess tonight that such a
propoial -had .been submitted to limin
by the 'French delegation.
The ambassador understood that the
United 'States, if the invitation is ac
cepted, woul(l have a dominant voice

would not be bound by her acceptance
to any decisions of the commission
Which she (1(i not approve.
If the United States accepts, France
would agree to the Russians being
representcd in the commission.
Premier bloyd George and Mr. Bar
thou were in private conference for
two hours this afternoon, apparently
without reaching an agreement, for
solving the Anglo-French deadlock on
the plans to continue the discussions
of the Russian Iroblem. The subcom
mission on Russian affairs also met
and argued for mo-c than three hrs
without definite results.
Mr. Lloyd George -will have a con
'erence at his villa tomorrow morning
with Baron THayashi, 'M. Barthou, M.
Jasiier and Signor Schanzer in an ef
fort to reach a compromlIse.
After the meeting of the subcom
mission, Sir Edward Grgg, secretary
to the British .prime minister, said
there had been progress but gave
no defilnite explanation of its nature.
The French and British delegations,
he asserted, were well on the road
to an agreement 'but nothing definite
was reached.
Accounts of the meeting by mem
hers of other delegations, however,
gave little indication that a Compiro
mise is any nearer.
The Russians have announced that
they will not accept any plan exclud
ing them from the discussions. On
one thing all the delegations agree,
the inviting powers, the little entente
and the Baltic entente as well as the
neutrals, namely, that somehow the
United States must be Invited to par
ticipate n the mixed commissions. M.

that he still felt confldent of an ac
cord. France Is still unwilling to have
TR-ussians sit - with the mixed commis
sion discussing Russian finances, but
suggestions 'have been made that a
special commission of Russian experts
be formed, 'vilch may be called on by
the mixed commission when it desires
information.
Again the Russians declare that
they will not accept any such plan, as
that. -wonld not be dealing with them
on an equality 'basis and it is difflicult
for the delegations to find any plan
appealing to botb the ' French and
British and yet not offensive to the
Russians.
Genoa, May 13.-The political sub
commission of the economic confer
ence, after holding two sessions todiay
for discussion of the Russian reply to
the allied memorandum, adjourned at
8 o'clockc tonight to meet again Moan
day. After adjournment, delegates
said considleralie progress w as made
toward an agreement concerning the
p~roposed mixed commission to further
study of' the -Russian (luestion and to
ward the iproposed non-agg ression
pact.
LYLES GET'S FOUR YEA 1HS
ON FORGERY CHARGiE
Aumgusta, Ga., May .13.-alilton Lyies,
aged 22, was lound guilty of "uttering
a forged instrument"' this afternoon by
a jury in the court ofrgeneral sessions
at Aiken, and was immediately sen
tenced to four years in the Columbia
penitentiary by Judge Rice.
Lyles was one of the trio under in
dictment in Aken for forgery and con
spiracy to defraud. Sam -Padgett and
3. H. Westbury, the other tEwe men in
volved in the alleged forgery cases, it
is nowv believed, will be tried soon on
the charge of conspiracy.
The catse has caused great Interest
throughout Georgia and South Caro
lina hecause of the fact that similar
forgeries to the ones .perpetrated in
Aiken, wvere operated on banks in
many towns In the tiwo states.
The defense ,plea 'was an ali-bi and
many witnesses from 1Hepzibah, Ga.,
tihe town at which Lyles was employed,
testified that the youth nwas seen at
work there on the (lay the for'geries are
alieged to have .been comniitted, The
edio was strongly contested and many
impassioned pleas'from 'both sides were
heard.
