Secretary Mellon Is Charged Charged With Bowing to Big loney Interest in Tax latters. Washington, Nov. 5.--By a vote of 38 to 28 the senate rejected tonih the Reed amendment to the tax bil proposing to enact the soldier bonu hil and retain the excess profits a: a meansi of financing adjusted com pensation for former service men. F'ive Republicans, Capper, .Johnson Kenyon, Ladd and L.a Fol lette, sup ported the amendment, and two Dem ocrats, (;lass and Myers, voted agains it. Washington, Nov. 5.--Presiden Harding was assailed in the senate to night by Senator Stanley, Democrat Kentucky, for what he described a the "order" given for the senate to rc commit the soldier bonus bill. Senator Stanley declared there wa only one power on earth that coul have made the President "turn hi back" on the 1,000,000 former servic men. That power, he said, was "th silent insidious pitiless power of Marn mon; that know what it could; the understand its authority; the ring c thy. dollar." After the bonus issue is disposed of, leaders on both sides expect rapid progress to be made on the tax re viion bill with possible passage of the measure Monday night. Debate on the hill today was enlivened by an attack on Secretary Mellon by Sena tor La Fallette, Republican, Wiscon I sin, and a defense of the treasury chief by Senator Watson, Republican, Indiana. "We have heard here from day to - lay," said Senator La Follette, "that t wealth defies the government, that it will not pay its taxes, but tale offi t cial head of this government has laid - it down as a proposition-and I am going to bring it before the country s that we can not make wealth pay and - that we might as well accept that proposition; that we have got to es s tablish a system of taxation that will 1. make the people pay that wealth will s not bear its share. That is the dcc e laration and it comes impudently and e brazenly from the head of the fical - department of this government. He t ought to be retired from his place for f making that sort of declaration." Senator Watson took sharp issue r with Senator La Follette's intelnreta g tion of Mr. Mellon's testimony before y the finance committee when the tax e bill was being drafted. Laurel cad him to say that he was in favor )f the evasion of taxation by the rich. "It is not conceivable that the See retary o fthe Treasury, an official of the government, w.ould come before b 1 high committee of congress and ad- C vrocate the evasion of taxation and r therefore I can not but conclude that u the construction placed upon the testi- : mony by the Senator from Wisconsin c was far-fetched and put in for pur poses of debate." Senator La Follette was arguing for his amnedment proposing that tax re turns be made open to bublic inspec tion, which was rejected, 35 to 33. 1 The Wisconsin Senator reserved the right to resubmit the amendment when the bill is reported out of the committee o fthe whole. The senate olsa rejected, 39 to 28, another amendment to Mr. La Follette providing for taxes on estates rang ing from 1 per cent on the first $50,- t 000 to 50 per cent on estates over $30,000,000. Another amendment by the same senator was accepted. It requires taxpayers in making returns to list tax-exempt securities held by them. Should the tax bill be passed by the senate Monday it would not reach the house until Wednesday as that body adjourned today until that time. Leaders there plan to take it up Thursday with a view of having it sent to conference.
