When South Carolina was full of the
old Virginia rail fences, all the stock
run .at large. The fences guarded
-them from eating up the crops. Some
of the cattle would reach over the
fences to bite the young buds and
weeds in the fence corners. And in
pushing forward they would tumble
down the fence. Hence the name of
Over-Reachers. We still have them
perpetuated in our -people to this day!
In 1876, when it looked like we would
be over-run and completely lose our
state government, our white popula
tion put forth their uttermost energy
to come out of the Etheoplan darl
ness. With the brilliant harrangues of
our orators and the great unity of our
people, we won the fight. When our
Col. would get to the fever-heat in his
talks, look out boys about Christmas.

CONGRESS EXPECTED
Vote i Senate Today on Packer Bill
Exprected to Start Busy Session Off.
-Washington, Jan. 23.-A vote in the
senate on passage of the -packer bill
tomorrow will start a week promising
unusual activity in congress.
After about ten years the .agitation
and controversy for and against gov
ernnent regulation of the meat pack
ing Industry and other phases of live
stock marketing, the vote on.the pen
ding regulatory bill is set for 4 o'clock
in the senate, which is said to be al
most evenly divided. If ;passed and
sent to the house the -bill still must
contest against other legislation
awaiting action in the five weeks re
maining of the present session.
Other important matters expected
to come to the fore in congress this
week include tariff legislation, Inter
national disarmament and the annral
appropriation bills.
Debate on the Fordney emergency
tariff bill, now "unfinished business"
in the senate, is planned during the
week, but appropriation .bills in pro
paration may interfere. Republican
leaders :Plan to push the a)proprla
tion mueasures, som1e of which are
atbout ready for the senate, even to
the extent of ter mporary displaceient
