Can any man show any difference
from a btsiness standjoint between
cotton mills closed down on account
of the over sup ply of cotton goods on
hand and not being able to operate
without loss, and farmers closed down
on ace o)nt of ofoversliyply of cotton on
hand and not being able -to operate
withoult loss? One is the cotton mill
business and the other is the cotton
farm business. IHasn't the mill more
overhead expenses and isn't it cleap

ter. Later Mr. Mondell said that in
his opinion the house probably r,vould
not have consolidated all appropria
ions under on1e committee had it
known that President Wilson was go
ing to veto the executive budget mea
sure, to Which this step was suipple

he believed it would take longer to
act on the appropriation measures
through one committee than if the old
