Washington, June 4.-President Wilson tonight vetoed the bill to es tablish a budget system of submitting the approciation estimates of govern lineit departments. The president said that under the hill congress would have authoirty to remove the comptroller general from office and that this .authority should 'be reserved to the executive department. Notifying congress that he was re turning the bill without his signature, Presi(ent Wilson in his veto message "fi do this with the greatest regret. 1 am in entire sympathy with the'ob jects of this bill and would gladly ap prove it but for the fact that I regard one of the provisions contained in see tionl 103 as unconstit uti lonal.
