' ,London, Feb. 13.--The council of the Lcague of Nations concluded its ses sions today. The next meeting of the council was fixed for March 15 at Rome. On the -motion of Paron Matsui, the Japanese represcntativd , the council agreed to place under the guarantee of the League the stipuiations of the treaty between the United States, i Great Britain, Prance, Italy and Ja v'an on the one side and Poland on the other, in so far as they affect persons belonging to racial, religious or lini guistic minorities in Poland. The council agreed to admit .Swit zcrland as an original member of the League of Nations,- accepting the. Swiss government's conditions for maintaining Swiss neutrality and her refusal to participate in any military oierations undertaken under the aus lices of the league or to permit the passage of foreign troops through Swiss territory but agreeing to par ticipate in any economic pressure aP plied by the league. Switzerland's admission to the league, however, is dependent unin a Swiss referendum confirming these conditions. Arthur J.
