Drop Not Impossible. Cambridge, Mass., Feb. 1.--The Har vard committee on economic research, appointed by Harvard university to make special studies of economic con ditions, has just announced that the United States may expect a check in the upward movement of prices and of business activity, which has been in oprogress since last April and per haps a drop in prices. At the present time,. however, the committee states, and on the basis of the November and December figures, it would be pre mature to conclude that a violent re cession in commodity prices is prob able. The committee was appointed by iarvard university in 1917 to assist in the solution of the fundamental econ omic problems which underlie modern commerce' and finance. it provides statistical information to federal re serve banks, for banking houses and large corporations and includes among its publications a review of economic statistics which contains a price fore caster. The committee |bases it.s liresent forecast upon statistical material rep resenting the decline in the New York bank clearings. the volume of sales on the New York stock exchange, the prices of industrial stocks and analy sis of the banking and trade situatlon, domestic and foreign. Prof. Warren M. Persons, editor of Statistical Service published by the committee, says that the statistics col lected by the committee indicates that the farmers will continue to prosper in 1920 and that the prosperity of this industry will contribute to that of all others during the coming year. The beginning of the now year, he declares, finds American manufactur ing industries In a sound and prosper ous condition. "The tightness of the money market and the-announced policy, already in augurated, of the federal reserve board of increasing discount rates have caused many observers to have grave misgivings for the financial outlook for 1920, he says. "Instead of cauls Ing alarm, the action of the 'ederal Ie'serve bo:rd shoulid, in fact, be re garded as a favorable omen. High in terest rates are the main reliance for protecting bank reserves and they spell not disaster but safety, pri'oviled they are applied In time. Co'ntrol of interest rates is the safe and eflective way of dealing with such a situation as we now face, and it is to be hoped that nothing-not even the needs of the United -States treasury-will divert the reserve board from 'pursuing the only sane and conservative course. "The outlook for 1920 is for a con tin uanee of a large demand for eredit that will not be supplied except at in creasing rates. liigh rates for bank loatns will efentually tend to (check the ipward movement of commodity prices as they have already checked the unward trend of security prices and1 the volume of speculat ion on the Newv York stock exchange." Of the belief of somei bulsiness5 men01 that the whole economIc situation now is abnormal tihe committee says: "b normal it certainly is In many re spect s. Pr'ices arue very high; ther'e has been great expIanision or bank ('redIt; extr'avagant expendit urte, bothi tpubl Ic andl prtivate, is found onI every hand, and1( ourt abnormally3 large cx ior't trtadet Is likly to slfier cur'tail muent. . . .
