Ground hog sp1ecialists disagree as
to whether or not the little varment
came out of his hole Monday and set
tied the weather conditions for the
-next few months. Sone say he came
out, found it (loudy and staid out.
Others say that he peeped out of the
hole in the ground, saw his shadow
from the shining sun and scampered
,back to remain several months longer
-while the weather moderated. M1aybe
he was a little undecided h3mself
about the affair and just decided to
split the differience and let it rain.

The Legislature has saved the tax
commission again in spite of the at
tacks mado on it by those (yho dislike
the chairi'man or who do not care to
see the tax burden equalized. If the
-ax commission had been abolished
this year. the progress of the state
,wouldl have been set back many years.
The great objection of many people to
Paying taxes is (ue4, to tle colivict ion
-llat property is unequally assessed.
This conviction has stood in the way
of an uibiased considcrat ion of the tax
qIuestion. The tax commission is
seeking to overcome thiis obstacle and
in (oin1g F0 is laying tle foundation
for more constructive legislation.
TAX iS.
It is a strange aversion we havc for
taxes. MIost of us feel it as an impo
sition and few of us give it its true
value. As a. matter of fact, it is won
derful the benefits we get from the in
vestment.
'Without taxes we cou1d not have the
woliderfll iedatiolal advantages of
today. Without taxes we would not
have the roads aln( streets twe travel
on. Without taxes we would not. have
the prot.(ctinn of lifoe and prpeity we
(enjoy. Without taxes we would not have
the joy of politics and (leetions. With
out taxes thev country would go 1o tihe
dogs and civili!zation would turn hack1
to unknown ages. l-:'en 'he savages
,paid trilite to thcir- chiefs. Biut a
tax with its is no longer a tribiute to
some loafer( by divine riight, but a joint
'ontribution to tle maint'naance of
governmelnt and tlhe extension of tihe
benefits o' lift. Then, wv'hy Ihe comn -

Ing the establishment oil the higher
entrance requirements by September,
1921. home objection to thus rais
ing the standard was voiced by college
presidents and high school men on
the -ground that it would also tend to
'widen the breach now existing be
tween the small rural school and the
colleges to such an extent that gradu
ates of tile schools could not enter
the colleges under arny circumstances,
being unable to meet the minimum
entrance requirements of 13 high
school units. This. however, it was
)oilted out might easily be settled by
the estalblishment of consolidated
high schools supplementing the work
of the usual * rural schools which
would then confine themselves solely
to the grammar school studies. A
movement toward this end is now be
ing pushed by the state board of edu
cation and the action of the colleges
in r .vsing their entrance require
ments is expected to give added i
petus to the movement with the result t
that the high school by September, I
1931, the date set for the change, may
be prcparcd to meet the new condi
tions.
